Minutes of a Regular Public Art Commission Meeting
August 8, 2018
A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, August 8, 2018
at the Fieldhouse. The Chairman called the meeting to order.

A motion was made by Ramon Magee and seconded by Kathe White to accept the Minutes of the July
meeting; it passed unanimously.
Jackie Sommer- Public Officials Liability Training: Jackie Sommer, City Attorney, provided
presentation to the Commission regarding Public Officials Liability which covered topics such as
Sunshine Law requirements and conflicts of interest. This training is required by the City’s insurance
carrier and is presented to all City Boards and Commissions.
“Momentum” 2019 Temporary Public Art Exhibit:
Review Call To Artist- The Call To Artist to be published on the Café website was reviewed.
Ramon motioned to approve the Call To Artist with suggested edits, Jeff seconded and the motion
passed unanimously
Identify Selection Panelists- Discussion among the Commission regarding potential members of
the “Momentum” Jury Panel. Jeff motioned to approve Randy Cooper, Larry Randall, Barbara Landes
as Jury Panelists pending availability; Steve Willman as 1st alternate male, Jan Duffendeck as 1st
alternate female, Stefon Hodaz as 2nd alternate male, Valerie Phillips as 2nd alternate female; Kathe
seconded the motion and the motion passed unanimously
Meeting Arrangements- Discussion was held regarding the meeting dates & times for the Jury
Panel. The Jury Panel and Art Commission will meet on October 3, 2018 at 3pm at the Fieldhouse.
Kathe White agreed to arrange for refreshments for the meeting
Public Art Task Force:
Define & Clarify Task Force and Members- Discussion was held regarding the Taskforce
members and voting/non-voting members. Jackie Sommer, City Attorney, advised that there should be
no more than 3 Public Art Commission voting members of the Taskforce and that members of the public
who attend the meeting should be advisory or non-voting members of the Taskforce. Larry made a
motion to amend the members of the Public Art Taskforce to be Ramon, Greta, and Jeff; Kathe
seconded the motion and the motion passed unanimously.
Art Maintenance Update; Conservation & Restoration Task Policy- Larry made a motion to table
the Conservation & Restoration Task policy document; Kerri seconded and the motion passed
unanimously
Funding/Future Planning Update- There was nothing to report at this time

Ramon left the meeting room at 5:10pm, returned at 5:14pm
Information/Updates/Status:
Informational Flyer on Public Art in ADP Corridor- Kerri agreed to work on a flyer that
promotes the Public Art in the ADP Cooridor which includes From East of Here; Tumbleweeds;
BlueSpring.Net; Fire, Earth and Water; The Ultimate Truth
“The Ultimate Truth” Donation Status- this will be discussed further at an upcoming meeting
People’s Choice for “Capricious”- current voting status was discusses; The Chase is currently
leading the voting. Voting will be left open for the time being.
“Public Art In Blue Springs”- update to be provided at future meeting
Maintenance of Public Art Records- Kathe and Eleanor will continue to organize PAC files
Partnership in “History of Blue Springs Through Time” Project- update to be provided at future
meeting
Veterans Way Memorial Bench Project- update to be provided at future meeting
2020 Public Art Commemorative Anniversary Project- to be discussed at a future meeting
Other Business:
Election of Officers at September meeting- The Public Art Commission will need to vote on
election of Chair and Vice Chair for the Commission at the September meeting
Quasarc- Justin reported that Parks staff has landscaped around the Quasarc piece. Just also
provided a sample of the replacement Lexan material that could replace the missing glass pieces on the
art. Greta will contact the artist for approval of repairs and painting to Quasarc.
Visitors/Public Comment: None
As there was no further business, a motion for adjournment was made by Jeff and seconded by Kathe.
Meeting was adjourned at 5:24pm
