Minutes of a Regular Public Art Commission Meeting November 14, 2018 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, November 14, 2018 at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Present City Council Liaison: Dale Carter- Absent Jeff Carpenter – Present Community Member: Barbara Landes Kathe White – Absent Larry Randall - Present Greta Hoener – Present Kerri Cole – Present A motion was made by Ramon Magee and seconded by Larry Randall to accept the Minutes of the October 10 special meeting; it passed unanimously. Public Art Commission Financial Report: The PAC will now receive a Financial overview of PAC accounts at each monthly meeting. There was discussion regarding tax-donation status and staff will get clarification regarding tax-donation status for the different PAC accounts. Also, a donation of $65 from Kathe White was presented for the Spring For Art fund. “Momentum” 2019 Temporary Public Art Exhibit: Justin reported that all contracts have been executed with the 4 artists for the 2019 “Momentum” exhibit. The first half of the artist stipends should be ready this week and will be mailed to each artist along with a copy of the executed contract. Proposed Sites for Artwork- A group met last month to walk the Adams Dairy Parkway trail to select locations for the “Momentum” exhibits. A map of the proposed locations was presented for review. Public Art Task Force: Staff reported that the City Attorney is in the final review of the proposed policy. The Task Force committee will then review and recommend approval by the full PAC board. Once approved by the PAC board, the policy will be submitted to City Council for review and adoption. Ramon requested a list of active HOA’s in Blue Springs, staff will find out if there is such a list with the Community Development office. - Information/Updates/Status: Ultimate Truth donor status & dedication event- The goal of $5000 has been met and exceeded by $150. The additional funds will be used to purchase a plaque for the piece. Artwork Problems- “Fire, Earth and Water” removal and restoration; “Choo Choo” plaque- It was reported that the “Fire, Earth and Water” piece was knocked off the wall during an event at the Conference Center. Conference Center staff boxed up the art piece and is currently holding it at their offices. They have indicated that they may not want the piece to be reinstalled in the building, however the PAC feels strongly that the piece should remain there as it was purchased under the assumption that it would remain in that location. Staff will set up a meeting with Conference Center staff to discuss this situation with them and explain the desire for the piece to remain in that building. Eleanor reported that 1 during an art tour, she noticed the plaque for “Choo Choo” had been damaged and was laying on the ground beside the art piece. She brought the damaged piece to the meeting and we will need to look into getting a new plaque ordered and discuss where to install it. People’s Choice for “Capricious”- current voting status was discussed; The Chase is currently leading the voting. PAC members were asked to think about options to recognize the winner of the People’s Choice award. “Public Art In Blue Springs”- update to be provided at future meeting Proposed Informational flyer for Adams Pointe Corridor Artworks- Kerri is working to update the flyer Veterans Way Memorial Bench Project- Benches have been delivered to the Parks Maintenance shop. A meeting has been set up to determine site selection for the benches. The benches will be dedicated during events in 2019 Jet Stream Land Lease- The land lease with MODOT where Jet Stream sits is expiring at the end of 2018. Staff is working with MODOT to get a new 10-year lease in place. 2020 Public Art Exhibit Proposals: Discussion was held regarding options for the 2020 art exhibit. 2020 will be the 20th year anniversary of the establishment of the Public Art Commission. Ramon reported that he has been in discussion with Colonial Gardens regarding the opportunity for a temporary art exhibit to be displayed on their property. Colonial Gardens has indicated a desire to be involved. There is some question regarding the ability to use public funds to display art at a private entity. Councilman Carter suggested getting the City Attorney’s opinion on this issue. Another option for 2020 may be to obtain a commissioned piece of art in cooperation with the Parks and Recreation Department to be displayed at The Fieldhouse. There was discussion regarding both options. Eleanor suggested that PAC members consider the options and there will be further discussion at the next PAC meeting once the City Attorney has provided an opinion on the above issue. Other Business- Election of Officers: There was discussion regarding the need to elect officers annually for the PAC. After discussion, Greta nominated Eleanor for position of Chairman of the PAC and Larry seconded the nomination; it passed unanimously. Greta nominated Ramon as Vice Chairman of the PAC and Larry seconded the nomination; it passed unanimously. Visitors/Public Comment: None As there was no further business, a motion for adjournment was made by Jeff and seconded by Kerri.
