Minutes of Public Art Commission Taskforce Meeting December 3, 2018 A meeting of the Blue Springs Public Art Commission taskforce was held on Monday, December 3, 2018 at the Fieldhouse. The Chairman called the meeting to order. Ramon Magee – Present Parks Dept. Staff: Justin Stuart Jeff Carpenter –Absent Community Member: Janice Cunha Greta Hoener – Present Community Member: Roscoe Righter Community Member: Kyle Caswell A motion was made by Greta and seconded by Ramon to accept the Minutes of the October 30 Taskforce meeting; it passed unanimously. Results of group ideas of future vision for BS PAC: Taskforce members provided their suggestions for a strategic plan Vision Statement. Each was documented and posted for discussion and additional ideas. Discussion of both the scope of the Vision Statement’s intent and it’s content was held and the group created a draft version: To be the generator/accelerator for public and cultural arts that both reflects and enriches our community. Set “listening group list of targeted community groups and citizens for development of vision: Ramon reported that staff had provided a list of HOA’s in Blue Springs. The list had 48 HOA’s making it unrealistic to attempt to engage each independently. It was determined that the taskforce will engage our citizens using current city council district boundaries. It was also suggested that each of the City Council district representatives be invited to each of the meetings. There was also discussion regarding the inclusion of businesses in the “Listening Groups”. It was agreed that the best way to accomplish this would be through contact with the Blue Springs Chamber of Commerce. Kyle agreed to inquire about getting on their agenda for a future lunch meeting. Several ideas were provided as to locations within each district including schools, banks, libraries, churches and Vesper Hall. Consideration of approval of Conservation and Restoration Task Policy: The City Attorney provided her revised version of the Conservation and Restoration Task Policy for the Taskforce Committee’s review. The policy also included the Task Approval form and Volunteer Release & Waiver of Liability. A motion was made by Greta and seconded by Ramon supporting the adoption of the Conservation and Restoration Task Policy by the Blue Springs Public Art Commission; the motion passed unanimously. The Policy will be presented to the BS PAC at their December meeting.
