Minutes of a Regular Public Art Commission Meeting
January 9, 2019
A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, January 9, 2019
at the Fieldhouse. The Chairman called the meeting to order.

A motion was made by Ramon Magee and seconded by Kathe White to accept the Minutes of the
December 12 meeting; it passed unanimously.
Public Art Commission Financial Report: The financial report was presented for review. There was
discussion regarding the fees charged to the Spring For Art fund that was recently set up for art
maintenance funds. The fund is set up through the Kansas City Community Foundation and there are
administrative fees charged each month. The funds can be set up in an internal City account to avoid the
administrative fees. A motion was made by Ramon and seconded by Kathe to request that the funds be
moved from the Kansas City Community Foundation account to an internal City account; it passed
unanimously. Justin will submit this request to the City Finance Dept.
Information/Updates/Status:
“Fire, Earth and Water” restoration- Eleanor reported that the artwork had been taken down by
staff at the Conference Center. They reported that a child had pulled on the fiber art and it fell off the
wall. The APCC staff has requested that the art be moved to a different location and also that the art
needs to be cleaned. Eleanor provided a copy of the contract stating that the artist must be contacted in
the even the art needs to be moved. A meeting has been scheduled for Thursday, January 24 to meet
with Conference Center staff to discuss the issues with “Fire, Earth and Water”. PAC members are
invited to attend.
Request from Blue Springs South Library- Eleanor reported that she had been asked that PAC
help with a public art display, but she has not been able to reach the person who contacted her in
December. Discussion was that the new location of “Breath” is a great fit and PAC would like to work
with the library on other public art if possible.
Request from Chamber to visit PAC on Feb 14- The Chamber Leadership group has asked the
PAC to visit with them and talk about what the PAC does and how they do it.
People’s Choice for “Capricious”- A certificate was presented for review. The certificate would
be sent to the winner of the People’s Choice. Jeff agreed to make some edits to the certificate and will
present an updated version.
“Partnership in “The Story of Blue Springs” 4th grade history project- Eleanor reported that she
continues to work with a group to put together Blue Springs historical facts into a book that all 4th
graders will receive in Fall of 2019.
Placing Artworks on Private Property update- Eleanor reported that she has reached out to
Michael at MACAA but has not received a response yet. She will attempt to contact him again.

Public Art Task Force:
The Conservation and Restoration Policy was discussed. Kerri presented some grammatical edits
that were made to the document. After discussion, Jeff made a motion to approve the Conservation and
Restoration Policy with the edits and Greta second the motion; it passed unanimously.
Ramon and Jeff left the meeting at 4:20pm due to other commitments.
Informational Flyer for Adams Pointe Corridor Artworks:
Kerri presented a draft flyer that will be used to promote the artwork in the Adams Pointe
Corridor. Eleanor is planning to meet with Kerri to further discuss the flyer.
“Momentum” Thirteenth Temporary Public Art Exhibit:
The different aspects of the “Momentum” exhibit were discussed. The artworks will be
scheduled to be installed the last week of March. Parks staff will work to get the pads in place once the
weather breaks. Justin will work with the artists to schedule their install dates as well as arrange Parks
staff and filming for the installations. There are several things that will need to be arranged such as:
-arrange times for artists to install
-arrange with David Watson to photograph and video installations
-arrange for new mailing list
-plan for brochure and invitation
-plan food and beverage
-plan program and special invite
-date of the dedication so availability can be confirmed with Adams Pointe Golf Clubhouse
Other Business- :
Justin reported that items were submitted for the time capsule on behalf of the PAC which
included the 10 years of Public Art booklet, info from the Veterans Way Memorial and Wall That Heals,
etc.

As there was no further business, a motion for adjournment was made by Ramon and seconded by Kerri.
Meeting was adjourned at 4:45pm
