Minutes of a Regular Public Art Commission Meeting March 13, 2019 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, March 13, 2019 at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Absent City Council Liaison: Dale Carter- Absent Jeff Carpenter – Present Community Member: Barbara Landes Kathe White – Present Larry Randall - Present Greta Hoener – Present Kerri Cole – Absent A motion was made by Greta and seconded by Larry to accept the Minutes of the February 13 meeting; it passed unanimously. Public Art Commission Financial Report: The financial report was presented for review. Information/Updates/Status: Presentation to Chamber Leadership Class: Eleanor and Ramon presented information about the Public Art Commission status to the Chamber Leadership Class on March 21. Presentation to City Council: Eleanor and Ramon will present the Public Art Commission annual report on Monday, March 18. They will also request approval of the Conservation and Restoration policy. Presentation to Blue Springs Rotary: On Wednesday, March 27, Greta will present information about the PAC and encourage participation in future activities. MACAA seminar: Greta made a motion and Larry seconded to approve funds for Eleanor and Kathe to represent the PAC at the annual MACAA meeting on Monday, April 8 in Columbia. Justin will take care of on-line registration. Capricious artwork: Justin reported that all “Capricious” artwork had been de-installed except “The Chase”. Stephen Fairfield will be in town on March 29 to remove that piece and at that time we will present him with the People’s Choice certificate. Placing Artworks on Private Property update- Ramon has discussed the issue that PAC is developing policies with Colonial Gardens. He informed them that until we do so we cannot place public art in private businesses until that policy is approved by City Council. While Colonial was disappointed, they understood and hoped for a resolution that would allow them to apply in the future. Offer by Metalabs to inspect artworks: Justin reported that he is working to arrange the contract documents and payments for the annual maintenance on “Battle Cross Recovery” and “Restless Recovery”. Eleanor indicated that “Restless Recovery” maintenance will now be paid for by the Blue Springs Art League and “Battle Cross” will be paid from the Veterans Way Memorial funds. “BlueSprings.Net maintenance is a requirement of the contract established when the renovation work was done. Ramon and Larry will consider priorities for Metalabs to review and suggest maintenance needed. “Momentum” Thirteenth Temporary Public Art Exhibit: Justin is working with the artists to determine dates and times for the artists to install the art. Justin will also be working with David Watson to film the installations and interviews of artists. 1  There was discussion that PAC would like to offer accommodations for overnight stays to the artists at the Marriott hotel. Dale suggested PAC contact the hotel directly to make such a request. Eleanor suggested that last year there were photos and information about the artworks in the Examiner and would hope to have that again. Justin will work with Miranda on this. 2020 Public Art Exhibit: Proposed commissioned sculpture site and plans: As previously discussed, PAC hopes to have a commissioned piece in front of the Fieldhouse in the roundabout drive area. Discussion was that the artwork would need to be tall and that there needs to be adequate allowance for vehicle traffic in the area. This information will need to be part of the Call To Artist. Eleanor provided a draft schedule. PAC will need to finalize a schedule by the time the Call To Artist is issued. Theme ideas: PAC will work closely with Parks in determining an appropriate theme while following the ethics standards of involving jurors to judge the top applicants and then the Selection Panel will have input. Parks will need jurors who will serve in the decision as well. Eleanor suggested that there might be consideration to increase the compensation for the artist to commission the work. She read a letter from Kim Nakahodo that North Kansas City had just approved a commissioned artwork with a price tag of $75,000. She suggested that Parks look into9 grants and donor opportunities in order to supplement the funding. She suggested that in today’s public art arena, a $50,000 would better assure a quality sculpture and artist with appropriate credentials to create the kind of artwork the public expects.
