Minutes of a Regular Public Art Commission Meeting September 11, 2019 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, September 11, 2019 at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Present City Council Liaison: Chris Lievsay- Absent Joy Frazier Boyle – Present Community Member: Susan Rew Larry Randall - Absent Greta Hoener – Present Jeff Carpenter – Present Barbara Landes- Present A motion was made by Greta and seconded by Ramon to accept the Minutes of the September meeting; it passed unanimously. PAC members also welcomed Barbara Landes to the PAC and remembered Kathe White, PAC member who passed away unexpectedly last month. Also, Susan Rew was introduced as a community volunteer to assist PAC in various projects. Public Art Commission Financial Report: The financial report was presented for review. Call for Artist for 2020 Commissioned Sculpture a. Review Call to Artist. The Call To Artist was reviewed. Discussion was that there should be an indication that artists applying would give a concept drawing of what they were proposing. The timeline was reviewed to indicate when the applications would be completed, when jurors would review the applications, and the process of interviewing the finalists by phone, and the on-site presentations. Jeff made a motion and seconded by Ramon to approve the Call To Artist with edits as discussed. b. Photos of Site. Justin provided photos that will be placed on the City website for artists to view the location of the sculpture site and its relation to the Fieldhouse. Discussion was whether it was possible to have a drone video of the site and Justin will ask if that is possible. It was reminded that artists can contact Justin for details or they can make an unpaid site visit in determining their plan to apply. c. Juror Selection. Eleanor stated that there will be seven jurors to review artist applications on CAFÉ. Each juror will independently value each artist according to CAFÉ procedures. After the jury process is over, CAFÉ will show the top contenders in numerical order. The Selection Panel, consisting of the jurors and the PAC members, will review the top three finalists by phone interview on December 11 and on-site presentations on January 9. d. Selection of Finalists. Eleanor explained PAC will follow the process used in “Restless Recovery” and that the jury will have two representatives from PAC, two representatives from Parks, and three external jurors. Eleanor named Ramon and Greta as the PAC jurors; Justin said Parks will have one juror from the Parks staff and one from the Parks Commission. At the next meeting, PAC will name the three external jurors. All jurors must be available to review the artist applications and be present for the Selection Panel to interview finalists. “Moving the Stars”. Eleanor read correspondence between herself and artist sculptor Spencer Schubert. Schubert is willing to purchase back the original sculpture for $11,000 if PAC will contract for a bronze replacement of the sculpture for a cost of $33,950, which was noted as a very good price for such a large bronze. Discussion was that PAC used Walmart funds to purchase this artwork originally. There is $31,000 dollars remaining in the restricted account that could be used for this purchase. It would need Walmart approval for this replacement. PAC agreed to continue discussion at the next meeting 1 “Creative Communities” Application to Missouri Arts Council. Eleanor reported that MAC had contacted her to request application for this prestigious award but that the time to do so was very short. A committee was quickly brought together to gather information and was ready to submit by noon on Monday, August 26. We will learn if Blue Springs is named a “Creative Community” in November. If we do not win, we can continue to apply in the future. Updates on Task Force. a. Ramon indicated that there has been some difficulty in getting all the task force members to meet regularly. Justin suggested that we should change the name of the group to “Special Projects Committee” as task force indicates a special outcome by a certain date. Eleanor said she will have three separate elements to the committee- one to review the “Guidelines for Placing Public art in Public Spaces”, one to create the “Public Art in Blue Springs” book, and another to suggest and plan fundraising. Eleanor asked Ramon to head each element. Eleanor will appoint one or more PAC members to each element at the next meeting and will ask community volunteer Susan Rew to also participate. Ramon and Justin will work out a schedule for meetings. b. Susan Rew reviewed her credentials in voluntary fund-raising and her employment at Hallmark. She is willing to assist as a volunteer on the sub-committee to help PAC raise money for art maintenance or other budgetary support. Because of her background in photography and in artistic publications at Hallmark, Eleanor asked her if she would also support the public art publication. Update on “Fire, Earth and Water”. The fiber artwork was delivered to artist Janet Kummerlein and as soon as it has been cleaned and repaired we will arrange to hang it in the Adams Pointe Conference Center.
