Minutes of a Regular Public Art Commission Meeting
November 13, 2019
A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, November 13, 2019 at
the Fieldhouse. The Chairman called the meeting to order.

A motion was made by Greta and seconded by Ramon to accept the Minutes of the October meeting; it passed
unanimously.
Public Art Commission Financial Report: The financial report was presented for review.
“Ascending” Public Art Exhibit
1. Status on CAFÉ. Justin reported that we had 79 applications.
2. Jurors began the process of judging on October 31 and will conclude on November 13 and the top
artist finalists will be notified by Justin during the week of November 18.
3. Reviewed the handout on “Selection Panel Procedures” and the dates/times for phone interviews and
on-site presentations. The handout will be given to jurors as well.
4. Justin will schedule the artists for the phone interviews on December 11. Each artist will have 30
minutes to discuss their proposed concept which is to be provided to Justin by December 9 and distributed to the
Selection Panel prior to the meeting so meaningful questions can be prepared for interview.
Updates/Information/Status
1. “Fire, Earth and Water”. Greta and Larry retrieved the fiber artwork from Janet Kummerlein who cleaned and
repaired it. After the first of the year, the plan is to re-hang the art in Adams Pointe Conference Center.
2. “Moving the Stars”. Eleanor presented a summary of prior discussions of maintenance problems and the
likelihood of continued need to repair the sculpture. She had asked Spencer Schubert to inspect the artwork and
give his estimate for care and repair. PAC considered his offer to buy back the original composite artwork and
create a new sculpture in bronze. After deliberation of his suggestion, Great made the following motion,
seconded by Barbara: “I move that we accept the proposal of E. Spencer Schubert to replace the original
composite sculpture of “Moving the Stars” with a bronze replica at a cost of no more than $33,950, using the
Walmart Foundation funds of $31,000 and other donor funds as needed, and to continue to place it on the parking
area near 12th and Main Streets in Downtown Blue Springs, where it has maximum visibility for the public.”
Motion had unanimous approval. Followup on this motion will be made after approvals from City and Walmart
Foundation.
3. Veterans Way Memorial. Justin reported that there was vandalism of the lights in the Memorial. Parks staff
attended to the vandalism and have ordered new lights to replace.
4. “The Story of Blue Springs, Missouri”. The book has been completed and is ready to print.

5. Plans for Special Committees. The three committees are encouraged to meet as needed and then report to the
Commission for further review and recommendation. Justin is available to assist. Eleanor stated that attention to
completing the special committees are in the following order: (l) Public Art in Private Development (2) “Public
Art in Blue Springs” and (3) Fundraising for Public Art. Ramon chairs each of the committees and will call
together the additional members for meetings.

As there was no further business, a motion for adjournment was made by Barbara and seconded by
Ramon. Meeting was adjourned at 4:22pm
