Minutes of a Regular Public Art Commission Meeting
August 11, 2021
A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, August 11, 2021 at
3:30pm at the Fieldhouse. The Chairman called the meeting to order.

A motion was made by Barbara and seconded by Ramon to accept the Minutes of the July 14 meeting; it passed
unanimously.
Financial Report. The financial report was provided for review.
13th Temporary Public Art Exhibit at Colonial Gardens
-Ramon indicated that PAC needs to arrange for the CAFÉ contract. Ramon made the motion and Jeff seconded
that Justin contact CAFÉ to proceed with payment and arrange for a contract to place our Call to Artist.
-Ramon provided a copy of the proposed Call to Artist for the next temporary exhibit to be held at Colonial
Gardens and asked that it be reviewed for approval at the September meeting. The Call will go live for artists to
respond on Monday, September 13.
-Ramon indicated that the next task is to determine the jurors for reviewing artist applications. For this exhibit, it
will need 7 jurors: 2 from PAC, 2 from Colonial Gardens, 3 from independent external sources. Pam asked what
was expected of external jurors as she had a person to contact. Others were encouraged to bring juror
recommendations to the next meeting. Ramon indicated jurors must have the ability to review art on-line, have a
knowledge of art principles, and possible art experience.
20 + 1 Years of Public Art in Blue Springs book
-Susan presented an update on work being done for the book and what is left to do
-Discussion was that members are in the process of finalizing the maps and map information for the book and
other final content relating to previous commissioners.
-To date, it is on schedule to provide the book files to the publisher on September 1
-Susan brought forward the issue of the book cover of whether to include the “clouds” in the cover and to reverse
the color of the words of 20 + 1. After discussion, Barbara motioned and it was seconded by Susan to accept the
original photo as presented. The vote was 2 votes Yes- Barbara, Susan; and 3 votes No- Eleanor, Pam, Jeff; and 1
abstain- Ramon.
-After further discussion, Jeff motioned and it was seconded by Pam to use the photo with no clouds in the image.
The vote was 3 votes Yes-Eleanor, Pam, Jeff; and 3 votes No- Ramon, Susan, Barbara.
- Due to the tie vote, Justin consulted the City Attorney to determine correct procedure to move forward and it
was determined that since the issue of both votes was related, the abstain from the first vote should carry over to
the second vote. This means the second motion that was made by Jeff will carry by a 3-2 vote. Susan and Ramon
will work to change the cover to utilize the picture with no clouds in the background.
-Susan asked how to address the photo within the book which had the clouds. It was agreed that she should
choose the easiest method- whether that be to include or exclude the clouds.
-Eleanor indicated that since this is a PAC book, it is important that all members have a voice in the presentation
and contents since all will be expected to share the PAC story and to help sell the book for fund raising.
“Cultivate”
-Eleanor reviewed the donations for “Cultivate” and said $900 is needed to meet the goal. PAC has received
$1450 from the recent mailing to a select list of previous donors and friends of art.

-Barbara indicated that she expected there would be a memorial donation for Ruth Lamb who was an art teacher
at James Lewis. Jeff indicated that he would seek a donation from Blue Springs Rotary. Eleanor said that she
expected some additional donations from the mailing list and that she expected we would meet the goal.
-Eleanor appointed Barbara to chair the Dedication of Cultivate Committee and appointed Pam and Taylor to
assist. She asked Kathy if she would also be on the committee to help with the invitational flyer and mailing. The
first step is to determine the time and date and to meet with BSSD who would need to provide that information.
-As soon as the date is decided, Eleanor will invite the artist to attend if possible. The program will include both
BSSD and City speakers.
Bicentennial Project on “Celebrating Missouri Through Mosaic Art”
-Larry has completed drawing the design on the framed board and discussed the plan for the project with Rebecca
Hite at Creative Glass
-16 persons have volunteered to participate in the mosaic project and training sessions on how to do mosaic art
have been scheduled. After completion of individual projects, work on the mosaic will begin

Information/Status/ Updates
-Miranda asked for information about the Book project and the Mosaic project to be included in the fall Blue
Springs Magazine and Eleanor has provided ,
-ArtsKC is interested in profiling arts in the metropolitan community and PAC has been contacted to provide
information. Eleanor and Ramon will respond or arrange for information as needed
-PAC will be working with Blue Springs Art League to plan a Dedication for “Wheels” but this will need to
happen after the first fall meeting of the organization so that plans can be made and arrangements made.
-Eleanor reported that three new plaques are to be placed at trees in the Veterans Way Memorial

As there was no further business, a motion for adjournment was made by Susan and seconded by
Ramon. Meeting was adjourned at 5:00pm
