Minutes of a Regular Public Art Commission Meeting October 12, 2022 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, October 12, 2022 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present Parks Dept. Staff: Justin Stuart Ramon Magee – Present Taylor Beller - Present Pam Vaughan – Present Jeff Carpenter – Absent Kathy Cornelius- Present Robert Buzan- Absent A motion was made by Taylor and seconded by Kathy to accept the Minutes of the September meeting as presented; it passed unanimously. Financial Report. The financial report was available for review. There were no questions Updates, Information, Status Maintenance and Restoration of Art -Ramon provided an extensive report documenting the inspections of the artworks that have been completed and those -that still need inspection. He also listed artworks that do not need inspection. -He will continue to arrange for inspection of those remaining artworks and to determine the need. -Discussion was that some artworks may need to be restored by Metalab who specialize in this work. Ramon will be in contact with them to determine artwork repair requirements, the possible cost of restoration, and possible time frame for repair. -Maintenance by washing and waxing will probably occur in the spring. Further discussion will determine the method and how it will be carried out. -Plaques Needed for Artworks. Ramon reported that several artworks need new plaques and some are missing. Will arrange for new plaques with MVP as needed. -Chimney Swift Towers. While the towers are in good condition (but may need some repair and painting), the art that enhances the towers needs to be replaced. Eleanor suggested that we recruit prior PAC members to help with art enhancement rather than carry out a Call to do so. This will be discussed later. “Blue Spring” Landscape Project -Justin reported that Brummel Landscaping has proposed to the City that they will provide new landscaping for “Blue Spring”. The firm offered to design the landscaping and provide the necessary labor for the work this fall with the City providing funding for materials. A drawing of the landscaping was reviewed. Staff asked PAC to contribute $8,000 toward the project and that Parks would provide additional funding. Pam moved and Ramon seconded that PAC use $8,000 from the reserve account to provide funds to purchase landscape plants and materials for the landscape renovation of “Blue Spring”. It passed unanimously. PAC looks forward to this project as the current shrubbery is overgrown for the art. --Eleanor asked that Justin contact the artist, Brower Hatcher, to determine if an additional design ring can be added to the art and at what cost since we are improving the landscape. “Regenerate” 13th Temporary Public Art Exhibit. Discussion was whether PAC or Colonial Gardens would be interested in purchase of one or more of the artworks displayed in the exhibit. Amie Jacobsen has an offer to purchase “New Growth” if neither party above wishes to purchase. Ramon will contact Colonial Garden to determine their interest in purchase. Cats on Main Project by Downtown Alive! Ramon and Kathy serve on this DTA committee. Ramon reported that $9400 of the $20,000 budget has been committed to create 8 cats, four of which represent the Wildcat mascot of Blue Springs High School and four that represent the Jaguar mascot of Blue Springs South High School. After display along Main Street, the Cats will be 1 auctioned for additional funding. It is expected that BSSD computer graphics will provide a drone flyover in order to help promote the project. Information, Status, Updates -“20 + 1 Years of Public Art in Blue Springs”. Eleanor asked if any PAC member wanted a book sent to someone to send name and address for the label. Other names have been provided to make up the final mailing listing. -“The Visit”. Eleanor reported that she viewed “The Visit” at St. Mary’s Health Center Chapel and that she was disappointed that the lighting has changed so much that it is difficult to understand what the artwork represents. Also, the plaque and informational flyers we provided are not available. Justin will look into this. -“Art of the State”—Eleanor reported that the artists and others involved in creating the mosaic attended a re- dedication reception on Monday, September 30. Mayor Pro Tem Chris Lievsay presented each individual with a limited edition book entitled “Show-Me a Bicentennial” published by the Missouri State Historical Society. The book showed a full page presentation of “Art of the State” and several pages about our project. Also, Greta Hoener was represented with her history project on “Trailing Walnut Street in Blue Springs”. -Veterans Way Memorial- Eleanor stated that flags will be placed on November 10 to honor Veterans Day on November 11. This will be the last flag placement of the year and everyone was encouraged to view the Memorial during that weekend of November 11-14.
