Minutes of a Regular Public Art Commission Meeting March 13, 2024 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, March 13, 2024 at 3:30pm at the Fieldhouse. The Chairman called the meeting to order. Eleanor Frasier – Present City Council Liaison: Kent Edmondson Ramon Magee – Present Parks Dept. Staff: Justin Stuart Taylor Beller - Present Pam May – Present Kamera Meaney- Absent Kathy Cornelius- Absent Cydney Carl- Present A motion was made by Kathy and seconded by Pam to accept the Minutes of the February meeting as presented; it passed unanimously. Financial Report. The financial report was available for review. Justin reported that City Administration will be dividing the PAC funds by keeping $25,000 in the Assigned Public Art Fund for purchase of future art & art projects and moving approximately $32,000 to the Spring For Art fund for public art maintenance. Annual Report to City Council- --Ramon and Eleanor completed the report and Justin submitted it to the City. PAC reviewed the cover designed by Ramon and the accomplishments of this past year. There was a motion made by Pam to accept the annual report and forward it on to City Council. Cydney seconded the motion; it passed unanimously “Seasons” 14th Temporary Public Art Exhibit --Justin gave an update on plans for artists to install the last week of March. The bases are in place. He will let Commission members know of the days and times that artists will arrive and the location of each artwork. --Justin reported that all the artists have submitted necessary information to create the brochure. PAC will use the same format as before with updated information about this exhibit and dedication. --PAC hopes to have the dedication on Thursday, June 13 or 20 depending on what can be arranged with Adams Pointe Golf Clubhouse. Justin will check. “New Growth” Dedication --The Dedication of “New Growth” will be Thursday, April 18 at 1:30 at City Hall. --Justin reported that he had arranged for printing of the invitation with a new printer and arrangements for direct mailing of the invitation postcard using the mailing list. It is expected to mail on April 1. --Eleanor and Justin will plan the design for the plaque and arrange with MVP to create it. --Eleanor provided the plan for the Dedication. The new Mayor elected on April 2 will be asked to give the Welcome. Nancy Sheerer, President of the Blue Springs Art League who is the sole donor of the artwork, will speak to the donation of the art to the City. Amie Jacobson, artist of “New Growth” will speak about her background and the meaning of the art, and Eleanor will make closing remarks. --Justin announced that Eleanor will be retiring this year from PAC and invited everyone to attend a reception in City Hall immediately following the Dedication to recognize Eleanor’s 24 years of volunteer service to the City. Veterans Way Memorial --Eleanor gave background information on the Memorial. She stated that when PAC completed the Memorial it had been planned to arrange for signage that identified the Memorial’s purposes and elements but it was never done. Recently, she discussed with Rick Howell, landscape architect for the Memorial, to finalize signage plans. --Ramon suggested that PAC identify the signage as “Interpretative Display” since it has several kinds of information and this name elevates the purpose of the signage. He reported that Rick Howell has provided a bid from Star Signs LLC of Lawrence, KS to create the sign and install it at a cost of $2,625 (this assumes that PAC has final edits on all information and layout). --Justin suggested that PAC might purchase the sign and have Parks staff install it. --Eleanor reported that Rick plans to come to the Memorial and bring with him a group from Lenexa, KS who are planning a veterans memorial. It was decided that PAC would discuss the issues of where to place the sign and 1 who installs it with Rick when he visits. If Parks installs, PAC would need to negotiate the bid to recognize this change. --Eleanor will plan to host the Lenexa group and describe the Memorial purposes and programs. --Discussion was that PAC should proceed with the Interpretative Display Sign as soon as possible so it is in place during the summer when there are more visitors to the Memorial. --Ramon made the motion: That the Blue Springs Parks and Recreation Department move forward regarding the bid of $2,525, dated February 26, 2024 to acquire the interpretative display sign for the Veterans Way Memorial located in Pink Hill Park, from Star Signs of Lawrence, KS. Motion seconded by Taylor. Motion passed unanimously. Status/Information/Updates --Veterans Way Memorial Flyer—PAC was pleased to see the revised flyer created by Cydney. PAC will defer any action on the flyer until we have the Interpretative Display Sign in place and after discussion with Rick Howell on how best to present veteran information. --Art Maintenance Update. Ramon reported that there will be some maintenance care when the weather improves in the Spring as contracted previously. --Plaques. Eleanor reported that PAC needs to make an inventory of artworks that need new plaques and that some art has never had a plaque (e.g. “Blue Spring”). She felt it important to the artist and the public that all artwork be identified by artist and other pertinent information.
