Minutes of a Regular Parks & Recreation Commission Meeting March 12, 2024 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, March 12, 2024, at the Fieldhouse. The Chairman called the meeting to order. Jon Burke -- Present Parks Dept. Staff: Justin Stuart Keith Hannaman -- Present Parks Dept. Staff: Derek Mayden Gabriel Mejia – Present Parks Dept. Staff: Brian Spano Ken Horrell – Present Parks Dept. Staff: Jayla Coleman Nick Brummel – Present City Council Liaison: Ron Fowler –Present Tony Lopez – Present Almitra Buzan – Present Debbie Canfield – Absent Tara Johnson – Present A motion was made by Jon Burke and seconded by Ken Horrell to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: None Program/Activity Spotlight: Derek Mayden presented on Right of Way trash pickup with Public Works. Parks and Recreation adopts the Right of Way at ______. Staff is divided into 4 teams to cover as much area as possible. Nearly 10 dump trucks were filled with trash, mattresses, box springs, litter, etc. Some future improvements are to do quarterly pickups, involve more city employees, and get the public involved with volunteer group opportunities. Finances: None Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: None. City Council Liaison Report: None. Old Business: Justin presented an update on Aquatics. He reviewed a few photos of different parts of the aquatics area to show progress. Some of those pictures included window designs, top of the slide tower, indoor warm water pool, steps going into Fieldhouse, locker room, rock wall, indoor lazy river, outdoor play area, and wave ball pool. New Business: Justin presented on the Capital Improvement Plan (CIP). The next fiscal year 2024-25 include some much needed projects such as Adams Dairy Parkway Trail, Blue Springs Park shelter renovations, Hidden Valley Park concessions and restroom buildings renovations, Hidden Valley Park turf improvements, and Parks – Parks and Recreation open space master plan. Brian Spano reviewed the Annual Report for 2022-23 year. Jon Burke asked if there is opportunity for the Adams Dairy chart to be improved with more explanation of what is being compared on the chart. Brian answered that staff will discuss further with business on more details that can be provided. A motion was made to approve the Annual Report with minor revisions by Nick Brummel and seconded by Tara Johnson. It passed unanimously. A motion was then made to approve the Annual Report to present to city council by Ken Horrell and seconded by Nick Brummel. It passed unanimously. Miscellaneous: Justin Stuart let commissioners know that he and Dennis Dovel have accepted their new positions respectively on a permanent basis. Justin Stuart is Parks and Recreation Director, Dennis Dovel is City Assistant Administrator. As there was no further business, a motion for adjournment was made by Almitra Buzan and seconded by Tara Johnson. 1
