Minutes of a Regular Public Art Commission Meeting
April 10, 2024
A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, April 10, 2024 at 3:30pm
at the Fieldhouse. The Chairman called the meeting to order.

A motion was made by Kamera and seconded by Taylor to accept the Minutes of the March meeting as presented;
it passed unanimously.
Financial Report. The financial report was available for review. There were no questions
Proposed Public Art Project: Stairway Cannabis Mural—presented by Community Development
--Dave McCumber, Community Development, presented the application for the Stairway Mural and indicated
approval.
--Eleanor asked Jonathan Harper from Stairway to describe the proposed mural and how it would be
implemented
--Eleanor commented that she had concerns that murals should be carefully considered so that there be a
reasonable balance among sculpture artworks and murals. She felt that consideration needs to be determined as to
the number of murals in a specific area of the city. She said that there was a difference between signs and murals,
that murals should be a form of art and not just an advertisement for a business. She recommended future review
between Community Development and Public Art Commission to clarify the expectations.
--Kamera moved and Pam seconded that the mural be recommended for approval to the Planning Commission.
After discussion, the motion passed.
“Seasons” 14th Temporary Public Art Exhibit
---Ramon showed information about the artwork and locations of each. Discussion was that the artists brought
the art as scheduled and that there we were pleased with the sculptures in this years’ exhibit.
--Justin has the necessary information to create the brochure. PAC will use the same format as before with
updated information about this exhibit and the Invite to the public to attend the dedication on Thursday, June 20 at
Adams Pointe Golf Clubhouse, beginning at 5:30.
---Justin will ask the Clubhouse Chef for alternate ideas for refreshments, to be discussed at the May meeting.
--The program for the Dedication will need to be ready for approval at the June 12 PAC meeting.
“New Growth” Dedication
--The Dedication of “New Growth” will be Thursday, April 18 at 1:30 at City Hall.
--Eleanor and Justin have ordered the plaque by MVP
--Justin provided the proposed program which will be printed for the event. Eleanor reviewed the plans for the
Dedication. The new Mayor elected on April 2 will be asked to give the Welcome. Nancy Sheerer, President of
the Blue Springs Art League who is the sole donor of the artwork, will speak to the donation of the art to the City.
Amie Jacobson, artist of “New Growth” will speak about her background and the meaning of the art, and Eleanor
will make closing remarks.
--The reception to recognize Eleanor’s 24 years of volunteer service to the city will be inside City Hall
immediately after the Dedication.
Veterans Way Memorial
--Eleanor reported that she had provided additional information to the Leawood Arts group that visited the
Memorial.

--As followup to our request that Parks staff install the signage, it was agreed that the contract amount would be
the same ($2625), but that the reduction in cost for Parks to install would allow us to have as larger signage
plaque. Rick will be providing the wordage for the sign for review before it is created.
--As we know more about the signage details, we will determine placement details.
Status/Information/Updates
--Veterans Way Memorial Flyer—no additional information
--Art Maintenance Update. Ramon reported that maintenance care will occur as weather permits.
--Plaques. Eleanor stated that she would like to have permanent plaques for those artworks that have never had a
plaque or has the original temporary plaque. She felt it important that we have plaques that state the name of the
art, the artist, and the donors.
--Flags at Veterans Way Memorial. Small flags will be placed along the walkways for 5 national holidays. PAC
hope the City will be displaying the large flags for these holidays as well.
Memorial Day: from Thursday, May 23 to Tuesday, May 28
Flag Day: from Thursday, June 13 to Monday June 17
Independence Day: from Tuesday, July 2 to Monday, July 6
Patriot Day: from Monday, Sept 9 to Friday, September 13
Veterans Day: from Thursday, November 7 to Tuesday, November 12
