Minutes of a Regular Public Art Commission Meeting July 10, 2024 A regular meeting of the Blue Springs Public Art Commission was held on Wednesday, July 10, 2024 at 4:00pm at the Fieldhouse. The Chairman called the meeting to order. Ramon Magee – Present City Council Liaison: Kent Edmondson - Present Taylor Beller - Absent Parks Dept. Staff: Justin Stuart Kamera Meaney- Present Parks Dept. Staff: Mary Herrington Kathy Cornelius- Present Cydney Carl- Present Elizabeth Owen – Absent Tony Begulia - Absent A motion was made by Kamera and seconded by Cydney to accept the Minutes of the June meeting as presented; it passed unanimously. Financial Report. The financial report was available for review. There were no questions “Seasons” 14th Temporary Public Art Reception Recap - Staff explained that over 100 patrons were invited, and only 15 attended the event. The question was presented if the commission should continue with receptions for temporary art exhibits. There is a lot of time, energy and costs associated with these for little return. - Kamera stated that the PAC needs to invest from the beginning. The community doesn’t understand what the PAC does or what’s happening. We need to improve messaging and communication. Include these events on the website. - There needs to be a discussion as to who our target audience is for events like this so we can focus on getting the word to them. Possibly place signs near the art that we will be recognizing advertising the event. Status/Information/Updates - Ramon presented the 5-year plan for maintenance that was approved by City Council. He gave updates on various art pieces. The repainting of “Jet Stream” has been complete. - “Quasarc” has been repainted. The next steps include adding new colored lenses to the top of the piece. Ramon explained that shaping of 9 lenses would be performed by a volunteer, as will the installation. The final cost for the lenses would be under $1,800. - A motion was made by Ramon to purchase the materials and seconded by Kathy. The motion passed unanimously. - Ramon explained the artist of “Mother & Child” has approved a restoration company to review the condition of the piece. If the company states the pieces can be restored at a reasonable price, the piece will be moved to an indoor viewing area. - Bidding for the restoration and upkeep of “Frieze” 2025 Temporary Art Exhibit - Staff recommended updating the process for selecting temporary art pieces for 2025 from what has been done for the past several years. Creative Communities Alliance provides a supportive network that promotes art. The PAC would need to join by December and would be added into a lottery to choose what art they like. There is a $1,000 per year, per sculpture, fee. - The PAC discussed various questions regarding the program and staff agreed to set up a zoom meeting with Creative Communities Alliance at the next PAC meeting.
