Public Notice City of Blue Springs, Missouri Community Development Block Grant Substantial Amendments 2019-2020 Annual Action Plan In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative to citizen participation for Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the City of Blue Springs is proposing substantial amendments to the 2019-2020 Annual Action Plan. Amendments include the following: accepting and allocating $230,469 in CDBG-CV funds in the Annual Action Plan, which are proposed to be allocated for microenterprise and small business assistance for retention of low-moderate income jobs or businesses owned by low- moderate income persons and for public services to assist low-moderate income persons and households impacted by employment losses or reductions or other financial impacts as a result of the COVID-19 pandemic. This allocation is in addition to the previous allocation of $158,235 received in April 2020. Proposed amendments can be viewed on the City’s website at: http://www.bluespringsgov.com/CDBG. This notice shall serve as the opening of the public comment period, which will begin on Saturday, October 10, 2020 and end at the public hearing on Tuesday, October 27, 2020. The CDBG Advisory Committee will hold a public hearing on Tuesday, October 27, 2020 at 6:00 P.M. in Room 210 (Training Room) at City Hall at 903 W. Main Street, Blue Springs, MO 64015. There will be an additional option to join the meeting via teleconference. Instructions on how to participate in the public hearing via teleconference will be provided with the CDBG Advisory Committee agenda packet, which will be published in the Agenda Center on the City’s website in advance of the meeting. The purpose of the public comment period and public hearing is to invite the public to review the proposed amendments and provide input on proposed processes, programs, and activities. A public hearing will be held by the City Council on Monday, November 16, 2020 at 6:00 p.m. at the Howard L. Brown Public Safety Building located at 1100 SW Smith Street, Blue Springs, MO 64015. At the public hearing, the City Council will open the public hearing, receive public comments, close the hearing, and accept the plan as submitted or as amended. The City shall consider the views of citizens, public agencies, and other interested parties in preparing the draft plan and final submission. A summary of all public comments will be attached to the final submission. The substantial amendments will be submitted to the U.S. Department of Housing and Urban Development (HUD) after City Council approval for review and approval. ALTERNATE HEARING LOCATION: If, on the date of the public hearing, the City is under additional public gathering and personal distancing restrictions, the public hearing will be held via teleconference.
