Minutes of a Regular Parks & Recreation Commission Meeting November 10, 2020 A regular meeting of the Blue Springs Parks Commission was held on Tuesday, November 10, 2020 at the Fieldhouse. The Chairman called the meeting to order. George Deibert -- Present Parks Dept. Staff: Dennis Dovel Kathy Richardson – Absent Parks Dept. Staff: Justin Stuart Keith Hannaman -- Present Parks Dept. Staff: Mary Herrington Maureen Johnson – Present Parks Dept. Staff: Jayla Coleman Megan Johnson – Present City Council Liaison: Galen Ericson -- Absent Dena Duhon – Absent Richard Mitchem – Absent Gabriel Mejia – Present Ken Horrell - Present A motion was made by Maureen Johnson and seconded by George Deibert to accept the Consent Agenda. It passed unanimously. Visitors/Correspondence: None Program/Activity Spotlight: Mary Herrington presented on the Haunted Candy Cruise. This activity was held at 6pm Friday October 30th at Pink Hill Park as a drive-thru trick-or-treating event. Staff set up Halloween themed scenes for participants to look at as they drove through the park. There were 22 vendors that would hand out goodie bags to each car which allowed participants to never have to leave their cars. The event started at 6pm and cars were lined up as early as 5pm. Staff cut the line off at 7:15pm and the last car did not finish until 9:30pm. There were 400 cars that participated. If this event is held again, staff is considering a different park that can handle the large capacity. Finances: Financials were reviewed by Dennis. Staff Reports: Staff reviewed their reports. Parks and Recreation Commission Chairman’s Report: None City Council Liaison Report: None Old Business: The Parks Sales Tax Sub-committee will continue meetings with dates and times to be determined. Many projects are underway for 2021. Staff presented the Park Commission with additional projects to be considered for inclusion with the additional revenues that have been received from the Park Sales Tax program. Ken asked if Fieldhouse parking lot by the dumpster would be added to the list of projects. Dennis explained those modifications are not being considered at this time. Ken asked if the pond at Wilbur Young Park an addition to the list of projects would be. Dennis answered that modifications and updates are being discussed but trying to keep the primary focus on other attractions of the parks. Dennis proposed if the additional projects list is sufficient. A motion was made by Megan Johnson and seconded by Ken Horrell to accept the additional projects list. It passed unanimously. Dennis reviewed updates regarding the aquatics study. The final presentation was presented to City Council and Park Commission on November 2nd. Staff will receive the final documents to be used by the Park Commission, City Council, and staff to develop the potential Sales Tax renewal.
