2024-2025 CDBG Annual Action Plan
The City of Blue Springs is beginning the process of developing the 2024-2025 Annual
Action Plan. The Annual Action Plan will cover the period beginning October 1, 2024, and
ending on September 30, 2025 and describes the specific activities that the City will
undertake during the upcoming program year. Approved activities in the past include
low-moderate income housing improvements, infrastructure improvements in low-
moderate income areas, slum and blight removal, public services that benefit low-
moderate income clientele or areas, and general administration costs. The purpose of this
public notice is to notice two public hearings that will be held by the CDBG Advisory
Committee as part of the citizen participation process for the development of the 2024-
2025 CDBG Annual Action Plan.
The CDBG Advisory Committee will hold a public hearing on Wednesday, June 5th,
2024, at 6:00 p.m. in Room 210 – Training Room – at City Hall at 903 W. Main Street.
The purpose of this public hearing is to review and prioritize potential activities for the
Annual Action Plan.
PUBLIC PARTICIPATION & COMMENT PROCEDURES: The public is encouraged to
attend the public hearings or provide public comment in advance of the meeting, including
organizations that provide assistance to low-moderate income residents and individuals
who may be homeless or at risk of becoming homeless, public housing agencies,
residents of public and assisted housing developments, and low-moderate income
residents. Written comments can be mailed to the City of Blue Springs (903 W. Main St.,
Blue Springs, MO 64015, Attn: CDBG) or emailed to celbert@bluespringsgov.com in
advance of the meeting. All written comments must be received by Noon on the day of the
hearing. Mailed and emailed comments should include “PUBLIC COMMENT: CDBG” in
the subject line. Full instructions for participating in the public hearing, will be
provided in the agenda packet that will be posted online in advance of the meeting
at: www.bluespringsgov.com/AgendaCenter and on the meeting agenda.
The City shall consider the views of citizens, public agencies, and other interested parties
in preparing drafts and final submissions and attach a summary of such comments as
they relate to the Annual Action Plan. The Annual Action Plan will be submitted to HUD for
their review and approval after final approval by the City Council.
