Minutes of the Special Called City Council meeting of October 19, 2023.
Present: 4- Mayor Frank Ritchie, Mayor Pro Tem Ty Wolosin, Council
Member Quinten Scott, and Council Member Bret A. Bunker
Absent: 2- Council Member Sharon D. Wright, and Council Member
Joseph Macaluso
Staff Present: Ben Thatcher, Sarah Buckelew, Jeff Carroll, Lori Carroll, Manny
Casarez, Nathan Crane, Susan Finch, Mike Mann, Nick Montagno, Chris
Shadrock, Kristy Stark, Robert Taylor, Larry Woods, and Danny Zincke.
Recognized / Registered Guests: Due to the nature of the event, a guest list
was not provided.
1. CALL TO ORDER – 11:00 AM
The meeting was called to order at 11:06 a.m.
2. WELCOME
Ms. Kim Blohm, President and CEO of the Greater Area Boerne Chamber of
Commerce welcomed the audience and recognized the elected officials and the
Chamber Board Members in the audience. Ms. Blohm recognized the host of
the event, Texas Heritage Bank.
3. PRAYER AND PLEDGE
Ms. Blohm introduced Steve Mack, Chairman and CEO of Texas Heritage Bank

to provide the Invocation and led the Pledge of Allegiance to the United States
Flag and to the Texas Flag.
4. STATE OF THE CITY ADDRESS
Ms. Blohm introduced Mayor Frank Ritchie and City Manager Ben Thatcher to
present the State of the City. Mayor Ritchie and City Manager Thatcher's
presentation included a list of city projects, priorities from citizen surveys, and
city budget information.
5. QUESTION AND ANSWER
After lunch, the audience was provided an opportunity to ask questions.
6. CLOSING REMARKS
Ms. Blohm expressed appreciation to the Chamber staff and to the Bevy Hotel
staff for a successful event. She thanked everyone for attending the sold out
event.
7. ADJOURNMENT
The meeting was adjourned at 1:00 p.m.
