MINUTES HISTORIC LANDMARK COMMISSION MEETING BOERNE POLICE AND MUNICIPAL COURT COMPLEX, 124 OLD SAN ANTONIO ROAD Tuesday, January 7, 2020 - 5:30 PM HLC Members Present: Shanna Bergmann, Justin Boerner, Ben Adam, Mike Nichols, Stephen Kerr, Cali Redd, Sherri Jo Adams HLC Members Absent: Cesar Hance, Patti Mainz City Staff Present: Veronika Vasquez, Stephanie Kranich, Sara Serra-Bennett, Laura Talley, Barbara Quirk Guests: Michele Bell, Connie Clark, Angela Rutledge 1. CALL TO ORDER – 5:30 PM Chairman Adam called the Historic Landmark Commission meeting to order at 5:30 P.M. 2. APPROVAL OF MINUTES 2020-102 Request for approval of the Historic Landmark Commission Minutes for both the special called joint meeting of December 2, 2019 and regular meeting of December 3, 2019. COMMISSIONER BOERNER MADE A MOTION TO APPROVE THE HISTORIC LANDMARK COMMISSION MINUTES FOR BOTH THE SPECIAL CALLED JOINT MEETING OF DECEMBER 2, 2019 AND REGULAR MEETING OF DECEMBER 3, 2019. COMMISSIONER KERR SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. CONFLICT OF INTEREST DECLARATION Commissioner Adam declared a conflict of interest on item numbers 7 & 8. 4. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. The Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) There were none. (The Boerne Bookshop). Ms. Laura Talley explained the request for a 20" x 30" projecting sign. Staff is supportive and recommends approval. COMMISSIONER KERR MADE A MOTION TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR A 20” X 30” PROJECTING SIGN LOCATED AT 153 SOUTH MAIN STREET, KAD NO. 19911. (THE BOERNE BOOKSHOP). COMMISSIONER REDD SECONDED THE MOTION. THE MOTION CARRIED 6-0. 6. 2020-105 Request for approval for a Certificate of Appropriateness for a 20” x 30” projecting sign located at 153 South Main Street, KAD No. 19911. (Richter Bakhaus). Ms. Laura Talley explained the request for a 20" x 30" projecting sign. Staff is supportive and recommends approval. COMMISSIONER BOERNER MADE A MOTION TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR A 20” X 30” PROJECTING SIGN LOCATED AT 153 SOUTH MAIN STREET, KAD NO. 19911. (RICHTER BAKHAUS). COMMISSIONER REDD SECONDED THE MOTION. THE MOTION CARRIED 6-0. 7. 2020-106 Request for approval for a Certificate of Appropriateness for a 43” x 120” roof sign located at 233 South Main Street, Suite F, KAD No.26004. (Manner’s Salon). Ms. Laura Talley explained the request for a 43" x 120" roof sign. Staff recommends approval. Ms. Angela Rutledge, owner of the business, explained the business located at the location. COMMISSIONER KERR MADE A MOTION TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR A 43” X 120” ROOF SIGN LOCATED AT 233 SOUTH MAIN STREET, SUITE F, KAD NO.26004. (MANNER’S SALON). COMMISSIONER ADAMS SECONDED THE MOTION. THE MOTION CARRIED 5-0. (Manner’s Salon). Ms. Laura Talley explained the request for a 12" x 72" commercial complex sign. Staff is supportive and recommends approval. Ms. Angela Rutledge, owner of the business, explained the design of the sign. COMMISSIONER KERR MADE A MOTION TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR A 12” X 72” COMMERCIAL COMPLEX SIGN LOCATED AT 233 SOUTH MAIN STREET, SUITE F, KAD NO.26004. (MANNER’S SALON). COMMISSIONER NICHOLS SECONDED THE MOTION. THE MOTION CARRIED 5-0. (CHAIRMAN ADAM RECUSED, COMMISSIONER BOERNER WAS TEMP CHAIR AND DID NOT VOTE) 9. 2020-108 Request for approval for a Certificate of Appropriateness for a 15” x 61” commercial complex sign located at E. Blanco, KAD No. 19934. (SWBC Ad Valorem Tax Advisors). Ms. Laura Talley explained the request for a 15" x 61" commercial complex sign. Staff is supportive and recommends approval. Ms. Michelle Bell, representative for the business, explained the sign's design. COMMISSIONER ADAMS MADE A MOTION TO APPROVE THE CERTIFICATE OF APPROPRIATENESS FOR A 15” X 61” COMMERCIAL COMPLEX SIGN LOCATED AT E. BLANCO, KAD NO. 19934. (SWBC AD VALOREM TAX ADVISORS). COMMISSIONER REDD SECONDED THE MOTION. THE MOTION CARRIED 6-0. 10. DISCUSSION ITEMS: 2020-109 a. Presentation by Carissa Cox with Mosaic to discuss Overlay Districts of the UDC. Ms. Laura Talley stated the item is withdrawn and the presentation will be brought back at a later date. 11. COMMENTS FROM COMMISSION/LEGAL COUNSEL/STAFF – NO DISCUSSION OR ACTION MAY TAKE PLACE.
