CALL TO ORDER – 5:30 PM Chairman Ben Adam called the Historic Landmark Commission to order at 5:31 p.m. 2. CONFLICT OF INTEREST DECLARATION No conflicts were declared. PUBLIC COMMENTS: This is the opportunity for visitors and guests to address the Historic Landmark Commission on any issue. The Historic Landmark Commission may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General opinion – JC-0169) No comments were received. 4. CONSENT AGENDA: All items listed below within the Consent Agenda are considered routine by the Historic Landmark Commission and may be enacted with one motion. There will be no separate discussion of items unless a Commission Member or citizen so requests, in which event the item may be moved to the general order of business and considered in its normal sequence. 4.A. 2022-848 THE MINUTES OF THE HISTORIC LANDMARK COMMISSION MEETING OF OCTOBER 04, 2022. A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY COMMISSIONER PENA, TO APPROVE THE MINUTES OF THE HISTORIC LANDMARK COMMISSION MEETING OF OCTOBER 04, 2022. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 4- COMMISSIONER PENA, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD NAY: 0 APPROVED: 4-0 5. REGULAR AGENDA: 5.A. 2022-853 TO CONSIDER THE DEMOLITION REQUEST FOR STRUCTURES LOCATED AT 602 AND 606 SOUTH SCHOOL STREET (KAD 14353 AND 14352) (JAMES MANLEY AND RUDY NADLER). I. STAFF PRESENTATION II. PUBLIC HEARING III. MAKE RECOMMENDATION Ms. Laura Haning, Planning Director, presented the proposed demolition. Chairman Adam opened the public comments at 5:37 p.m. City of Boerne Page 2 Printed on 7/7/2023 Historic Landmark Commission Official Meeting Minutes November 1, 2022 Ms. Nancy Greco spoke in favor of the proposed demolition. Chairman Adam closed the public comments at 5:39 p.m. Commissioners Cali Redd and Justin Boerner gave a brief update from a site visit they made to this location; structures were not in good condition, had no historic value, and they would be in favor of allowing the demolition permit. Commissioner Cesar Hance arrived at 5:41 p.m. Chairman Adam stated that the City's Code Compliance Manager, Mr. Jesse Aguirre, was present at the site visit, and he also spoke with the City's Fire Marshall department; both would be in favor of allowing the demolition permit. Ms. Haning clarified that the Montessori school on the property is not part of the demolition request. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER PENA, TO APPROVE THE DEMOLITION REQUEST FOR STRUCTURES LOCATED AT 602 AND 606 SOUTH SCHOOL STREET (KAD 14353 AND 14352) (JAMES MANLEY AND RUDY NADLER).. THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 5- COMMISSIONER PENA, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER HANCE NAY: 0 APPROVED: 5-0 6. 2022-854 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A WALL SIGN LOCATED AT 400 E BLANCO ROAD (KAD 19937). (KUHLMANN KING HOUSE MUSEUM/ JULIE GOSSELL) Ms. Haning presented the proposed certificate of appropriateness. City of Boerne Page 3 Printed on 7/7/2023 Historic Landmark Commission Official Meeting Minutes November 1, 2022 Ms. Julie Gossell, President of the Boerne Area Historic Preservation Society, clarified that the proposed is for a metal, permanent sign and she made herself available for questions. A MOTION WAS MADE BY COMMISSIONER BOERNER, SECONDED BY COMMISSIONER HANCE, TO APPROVE A CERTIFICATE OF APPROPRIATENESS FOR A WALL SIGN LOCATED AT 400 E BLANCO ROAD (KAD 19937). (KUHLMANN KING HOUSE MUSEUM/ JULIE GOSSELL). THE MOTION CARRIED BY THE FOLLOWING VOTE: YEA: 5- COMMISSIONER PENA, COMMISSIONER BOERNER, COMMISSIONER NICHOLS, COMMISSIONER REDD, COMMISSIONER HANCE NAY: 0 APPROVED: 5-0 7. 2022-855 TO CONSIDER A CERTIFICATE OF APPROPRIATENESS FOR A DECORATIVE POST AND PANEL LOCATED AT 400 E BLANCO ROAD (KAD 19937). (KUHLMANN KING HOUSE MUSEUM/ JULIE GOSSELL) Ms. Haning presented the proposed certificate of appropriateness. Ms. Gossell confirmed the placement of the sign will be closer to the east side house, in the back. A MOTION WAS MADE BY COMMISSIONER NICHOLS, SECONDED BY COMMISSIONER PENA, TO APPROVE A CERTIFICATE OF APPROPRIATENESS FOR A DECORATIVE POST AND PANEL LOCATED AT 400 E BLANCO ROAD (KAD 19937).
