PROCEEDINGS OF THE CITY COUNCIL OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A SPECIAL MEETING JUNE 12, 2020 The City Council of the City of Bossier City, State of Louisiana, met in Special session in Council Chambers, 620 Benton Road, Bossier City, Louisiana, June 12, 2020, at 9:00 AM Mr. Irwin called the meeting to order Invocation was given by Council Member Scott Irwin Pledge of Allegiance led by Council Member Don Williams Roll Call as follows: Present: Honorable, President Scott Irwin, Honorable Councilors David Montgomery, Jr., Timothy Larkin, Jeffery Darby (conference call), Don Williams, Jeff Free and Thomas Harvey Also Present: Mayor, Lorenz Walker, City Attorney, Jimmy Hall and Acting City Clerk, Jennifer Emert By: Mr. Williams Motion to approve Agenda. Seconded by Mr. Larkin No comment Vote in favor of motion is unanimous New Business – The following Resolution offered and adopted: Resolution No. 46 Of 2020 A RESOLUTION AUTHORIZING MAYOR LORENZ J. WALKER TO REQUEST FUNDS FROM THE STATE OF LOUISIANA FROM THE CORONOVIRUS RELIEF FUND CREATED BY THE CARES ACT ________________________________________________________________________ WHEREAS, as required by the State of Louisiana for allocation of funds to from the Coronavirus Relief Fund created by the CARES ACT the City of Bossier City hereby authorized Mayor Lorenz J. Walker to make application for federal funding and sign all documents; and WHEREAS, the City of Bossier City hereby authorizes the Mayor as the authorized representative for the City of Bossier City to request funding for the CARES ACT and authorizes the submittal of the FEDERAL FUNDING CERTIFICATION and AGREEMENT TO HOLD HARMLESS AND INDEMNIFY AGREEMENT; and NOW, THEREFORE, BE IT RESOLVED by the City Council of Bossier City, Louisiana, in regular session convened, that the City of Bossier City’s Council authorized Mayor Lorenz J. Walker to sign all documents in connection with the furtherance of this Resolution. The above and foregoing Resolution was read in full at open and legal session convened, was on motion of Mr. David Montgomery, Jr., seconded by Mr. Timothy Larkin, and adopted on the 12th, day of June, 2020 by the following vote: AYES: Mr. Montgomery, Jr., Mr. Larkin, Mr. Irwin, Mr. Darby, Mr. Williams, Mr. Free and Mr. Harvey NAYS: none ABSENT: none ABSTAIN: none ____________________________ Scott Irwin, President ___________________________ Phyllis McGraw, City Clerk There being no further business to come before this Council, the meeting adjourned at 9:02AM by Mr. Irwin Respectfully submitted: Phyllis McGraw City Clerk Publish: June 17th Bossier Press Tribune

INVOCATION BY: COUNCIL MEMBER SCOTT IRWIN III. PLEDGE OF ALLEGIANCE BY COUNCIL MEMBER DON WILLIAMS IV. ROLL CALL V. APPROVE AGENDA VI. NEW BUSINESS 1. Adopt a Resolution authorizing Mayor Lorenz J. Walker to request funds from the State of Louisiana from the Coronovirus Relief Fund created by the Cares Act. (First and Final Reading) (Walker) VII. ANNOUNCEMENTS “Bossier City Council Meetings will still be streamed live at our website http://bossiercity.org, under City Council section. In accordance with LA. R.S. 42:19 and Attorney Generals Open Meetings Guidance, in order to meet quorum requirements, some Bossier City Council Members may be involved in the meeting via telephone or Video Conference. Under Phase 1 of the reopening plan, we are allowed 50 % capacity in the Council Chambers. In order to allow for the rules of social distancing, however, we must stay at the 25% capacity which will equal 52 individuals, which should allow plenty of room for the public. We will also continue to comply with the social distancing guidelines. If anyone is uncomfortable in coming to the meeting, they can email their comments to cityclerk@bossiercity.org prior to the meeting and those comments will be read into the record. Please monitor the Agenda page on the Bossier City website http://bossiercity.org to check for agendas for upcoming meetings. Also please note, that until further notice, in response to the Covid-19 pandemic, the Bossier City Council will no longer hold Agenda Meetings.” ADJOURN
