PROCEEDINGS OF THE CITY COUNCIL OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A REGULAR MEETING DECEMBER 6, 2022 The City Council of the City of Bossier City, State of Louisiana, met in Regular session in Council Chambers, 620 Benton Road, Bossier City, Louisiana, December 6, 2022 at 3:00 PM Invocation was given by Council Member Chris Smith Pledge of Allegiance led by Council Member Vince Maggio Roll Call as follows: Present: Honorable, President Jeffery Darby, Honorable Councilors David Montgomery, Jr., Chris Smith, Brian Hammons, Don Williams, Jeff Free and Vince Maggio Also Present: Mayor, Thomas Chandler, City Attorney, Charles Jacobs and City Clerk, Phyllis McGraw City Clerk, Phyllis McGraw, read statement about decorum during meeting and public participation in the meeting. Seconded Mr. Williams No comment Vote in favor of motion is unanimous New Business – The following ordinance offered and adopted: ORDINANCE NO. 171 OF 2022 AN ORDINANCE AMENDING ORDINANCE NO. 133 OF 2018, BY CHANGING THE ZONING CLASSIFICATION OF A CERTAIN TRACT OF LAND FROM R-LD (RESIDENTIAL LOW DENSITY) TO B-3 (GENERAL BUSINESS) BEING .146 ACRES, MORE OR LESS, FOR A PARKING LOT EXPANSION FOR GOOD TIME BILLIARDS LOCATED AT 1054 BEVERLY STREET, BOSSIER CITY, LOUSIANA. SECTION 1. BE IT ORDAINED by the City Council of Bossier City, Louisiana, in regular session convened, that Ordinance No. 133 of 2018 of the City Council of the City of Bossier City, Louisiana, is hereby amended to provide that the zoning classification is hereby changed from R-LD (Residential Low Density) to B-3 (General Business) for the following: Lot 2, Fertile Gardens Place Motion was made by Mr. Brian Hammons and seconded by Mr. Chris Smith to adopt the above ordinance. Chandler to execute the attached revised 2022 Cooperative Endeavor Agreement between the City of Bossier City and the Louisiana Department of Veterans Affairs. Seconded by Mr. Hammons No comment Vote in favor of motion is unanimous By: Mr. Montgomery, Jr. Motion to introduce an Ordinance appropriating the sum of Fifty Thousand Dollars ($50,000.00) from the Hotel/Motel Taxes Fund for the purpose of repairing Street Lighting along Interstate Highway 20. Seconded by Mr. Smith Discussion among Council Members and Engineering on this issue and State’s reimbursement of the City’s expenses No further comment Vote in favor of motion is unanimous By: Mr. Montgomery, Jr. Motion to introduce an Ordinance to approve Change Order 1 for the Bossier Arts Council Brick Cladding Project with an increase of $117,109.95 for a total contract price of $601,109.95. No further comment Vote in favor of motion is unanimous By: Mr. Montgomery, Jr. Motion to introduce an Ordinance to appropriate $1,500,000 from the 2018 LCDA Bond Fund towards additional modified hydro-clay courts at the North Bossier Tennis Center. Seconded by Mr. Maggio Discussion between Council Members, Mr. Bohanan, Mr. Rauschenbach and Mayor on issue. Also speaking on issue were Tennis Pro, Todd Killen and audience member Davey Crockett. No further comment Vote in favor of motion is unanimous By: Mr. Free Motion to introduce an Ordinance declaring approximately 60 expired Bullet Proof Vest surplus to the needs of the Bossier City Fire Department and donating same to the Simple Church for donation to Juarez, Mexico Fire Department. Seconded by Mr. Montgomery, Jr. Mr. Williams gave brief explanation of issue and discussion between Mr. Hammons and Chief Zagone on replacement. No further comment Vote in favor of motion is unanimous By: Mr. Montgomery, Jr. Motion to introduce an Ordinance allocating $265,000 for repairs and upgrades to the Northside Pump Station using the Sewer Capital and Contingency Fund to cover all project costs. Seconded by Mr. Hammons No comment Vote in favor of motion is unanimous By: Mr. Free Motion to introduce an Ordinance to contract with Manchac Consulting Group to provide assistance in obtaining State and Federal Grant opportunities as it relates to the infrastructure needs of the City of Bossier City. Seconded by Mr. Maggio Discussion between Council Members and Mr. Rauschenbach on issue. Stephanie Phillips was introduced to Council as new Grant Writer.
