PROCEEDINGS OF THE BOSSIER CITY COUNCIL – COMMUNITY NEEDS COMMITTEE/ COALITION TAKEN AT THE COMMITTEE MEETING, AUGUST 11, 2023 – 11:15 AM The Bossier City Council Committee – Community Needs Committee/Coalition met for their first meeting in Council Chambers, 620 Benton Road, Bossier City, Louisiana, August 11, 2023 at 11:15 AM Committee Chair and Council Member Jeffery Darby called the meeting to order. Committee Members present: Council Members Jeffery Darby Committee Members absent: Council Members Vince Maggio & Don Williams Also Present: City Clerk – Phyllis McGraw Deputy City Clerk – Amyanna Germany CAO- Amanda Nottingham Finance Director – Angela Williamson Community Development Director – Bob Brown Bossier Parish Sheriff’s Dept – Tina Fruge Bossier Council on Aging – Tamara Crane Chamber of Commerce – Lisa Johnson Bossier Parish Police Jury – Tom Saltzer Mr. Darby thanked everyone for attending and gave brief overview of Committee and went over last meeting. Mr. Darby reported that he was removing the Cooling and Heating Center out of the proposal. He asked Administration about Capital Outlay requests. Ms. Nottingham reported the window had not opened yet. Mr. Darby also spoke about upcoming Ordinance to appropriate the $4 Million for the Council on Aging, he noted that Bond requires City to own the facility. Tom Satlzer reported on Bossier Parish Police Jury Budget process and that lots of organizations were requesting appropriations. Discussion about exact needs of the Council on Aging. Tamara Crane spoke on total project needs. She reported that discussion from architect was smaller square footage but more usable space. Discussion also about location, she would like to stay more central, needs more parking. Ms. Nottingham reported that the City does not own any centrally located property that the Administration felt would be suitable. Discussion about possible Police Jury owned facilities. Mr. Darby asked for a commitment from Police Jury but Mr. Saltzer could not say for sure. He noted he is committed to the project but that there are lots of challenges for the jury. He also reported that the Jury could not help maintain if they didn’t own or co-own. Mr. Darby asked Ms. Crane to prioritize the Council on Aging needs and report back. Ms. Nottingham asked what the contingency plan was if no Police Jury funding. Mr. Darby hopes that an architect could get the building cost down from the projected $7 Million. Mr. Darby thanked everyone for their participation and reported that the City Clerk would notify everyone when the next meeting is set up.
