PROCEEDINGS OF THE ADMINISTRATIVE COUNCIL OF BOSSIER CITY STATE OF LOUISIANA TAKEN AT A REGULAR MEETING April 9, 2024 The Administrative Council of the City of Bossier City, State of Louisiana, met April 9, 2024, at 10:30 AM. Invocation was given by Council Member Chris Smith Pledge of Allegiance led by Council Member Jeffery Darby Roll Call as follows: Present: Honorable, Chairman Don Williams, Honorable Councilors Chris Smith and Jeffery Darby Also Present: City Clerk, Phyllis McGraw, Deputy City Clerk, Amyanna Germany, Assistant City Attorney Richard Ray By: Mr. Darby Motion to approve Agenda. Seconded by Mr. Smith No comment Vote in favor of motion is unanimous By: Mr. Smith Motion to approve minutes of the February 6, 2024, Administrative Court proceedings. Seconded by Mr. Darby No comment Vote in favor of motion is unanimous Agenda Item: Hearing to review the recommendation of removal of a dilapidated structure located at 1917 Scott Street, Bossier City, Louisiana. Mr. Ray reported that this meeting time had changed from the original 3:00PM time to this 10:30AM time due to conflict with both his schedule and an interested party. Justin Robinson, Property Standards, updated Councilors on the case and the process leading up to this hearing. Attorney Gahagan Pugh updated Councilors on his attempt to locate and communicate with registered owners. Discussion between Councilors, Rodney Taylor, Permits and Inspections Supervisor, Roger Voet, Property Standards Supervisor and Mr. Ray concerning status of permits pulled to repair structure and any work that has been completed. Permits have expired and structure is still in poor condition. Audience Member David Whitehead disputed that all owners were contacted and feels structure should not be condemned. Mr. Pugh reported that in his research, he found that court records show that all Aires of the original owner other than the current registered owner renounced ownership and that he not only sent letters to the registered property owners, he also placed ads in the official journal. By: Mr. Williams Motion to approve condemnation and demolish as soon as legally possible. Seconded by Mr. Smith No further comment Vote in favor is unanimous Agenda Item called – Approve Meeting Date change from June 4, 2024 to June 11, 2024 at 3:00 PM. By: Mr. Smith Motion to approve meeting date change.
