WHEREAS; the Customer Service Division annually replaces or provides a growing number of water meters of various sizes; and WHEREAS; the average costs annually for purchasing these materials is in excess of the original $ 300, 000 allocation; and WHEREAS; $ 250, 000 from the Water Capital and Contingency fund is needed to cover the costs associated with these expenditures; and NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the City Council of Bossier City, Louisiana, authorizes the Mayor to appropriate$ 250, 000. 00 to come from the Water Capital and Contingency fund to be used for on demand water meter purchases. WHEREAS, the existing generator located at the northeast wastewater treatment facility used to support the treatment of wastewater is beyond the intended service life; and WHEREAS, this generator is critical in providing emergency power during emergency power outage events that seem to be occurring more frequently; and WHEREAS, Bossier' s Public Utilities Department is more frequently having to dedicate additional resources in keeping the generator operational; and WHEREAS, the cost to replace this generator is estimated at $ 250, 000 for labor, equipment, and material; and WHEREAS, $ 250, 000 shall be appropriated from the Sewer Capital Contingency Fund; and WHEREAS, it is expected to take a minimum of 12 months to deliver the new equipment facilitating the need to formalize funding necessary to implement this project; NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Bossier City, Louisiana, in regular session convened that$ 250, 000 is hereby appropriated from the Sewer Capital and Contingency Fund to provide the required funding to replace the northeast wastewater treatment facility generator. BE IT FURTHER ORDAINED, that the 2024 Sewer Capital and Contingency Budget is hereby amended to increase expenditures to replace the northeast wastewater treatment facility generator by $250, 000. 00 and decrease Fund Balance by$ 250, 000. 00. BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. WHEREAS; Bossier City is in receipt of a $ 2. 3M Louisiana Watershed Initiative ( LWI) Grant for improving the Bardot Drainage Basin; and WHEREAS; $ 109, 000 will be allocated from the Streets and Drainage Fund to initiate the design services and associated resources necessary to administer this grant; and WHEREAS; Nixon Engineering Solutions proposes to perform the necessary survey, study, design, and related services needed to correct the drainage issues within this area for a fee of$ 109, 000. 00. NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City Council of Bossier City, Louisiana, allocates$ 109, 000 from the Streets and Drainage Fund for the Louisiana Watershed Initiative project to make improvements to the Bardot drainage basin and authorizes the Mayor to contract with Nixon Engineering Solutions to provide design services needed to correct the drainage issues. BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. WHEREAS; Ordinance 148 of 2023 appropriated funding for the replacement of a chiller at the Bossier City Municipal Complex Building; and WHEREAS; EMA Engineering and Consulting, Inc. proposes to perform the necessary study, design, and related services for a fee of$ 45, 750. WHEREAS; Ordinance 148 of 2023 appropriated $ 150, 000 from the 2024 Sales Tax Capital Improvement fund for Carriage Oaks Drainage Improvements; and WHEREAS; Nixon Engineering Solutions proposes to perform the necessary survey, study, design, and related services for a fee of$ 14, 500. WHEREAS; the City of Bossier City Parks and Recreation Department implemented the design, construction, and completion of Walbrook Park Maintenance Building Project; and WHEREAS; Bids were received for the Walbrook Park Maintenance Building Project on February 27th, 2024, and Blocker Builders, LLC submitted the lowest responsive base bid in the amount of$ 479, 000; and WHEREAS; the Bossier Parks and Recreation Department appropriated $ 320, 000 in the 2023 Sales Tax Capital Budget for construction of a new maintenance building at Walbrook Park; and WHEREAS; Ordinance No. 2 of 2024 allocated an additional$ 130, 000 in funds from the Riverboat Capital Projects Fund; and WHEREAS; an additional appropriation of $ 100, 000. 00 from the Riverboat Capital Projects Fund is needed to supplement the original appropriation to complete the project; and NOW, THEREFORE, BE IT ORDAINED, in regular session convened that the City Council of Bossier City, Louisiana, approves the appropriation of an additional$ 100, 000. 00 from the Riverboat Capital Projects Fund towards the Walbrook Park Maintenance Building Project and awarding the base bid to Blocker Builders, LLC in the amount of$ 479, 000. 00; and BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. NOW, THEREFORE, BE IT ORDAINED, in regular session convened that in the City Council of Bossier City, Louisiana, authorizes to enter into an agreement with Motorola Solutions for the purpose of providing maintenance and support services for radios and related equipment. NOW, THEREFORE, BE IT ORDAINED, in regular session convened that in the City Council of Bossier City, Louisiana, authorizes to enter into an agreement with Shreveport Communications for the purpose of providing maintenance and support services for a variety of city systems. WHEREAS, the position of Plumbing Inspector has been vacant for over a year due to a departure in the Permits department; and WHEREAS, the current staff of the Permits and Building Maintenance Departments has taken on these additional duties for the last year; and s  WHEREAS, the duties of the Permits and Building Maintenance departments have increased to keep up with the existing workload; and WHEREAS, the elimination of the Plumbing Inspector position would allow for a salary increase to each position within the Permits and Building Maintenance departments; and WHEREAS, a 21, 746 from the Permits Department to the Building transfer of $ Maintenance Department is required to fund the salary adjustments; and WHEREAS, the salary adjustments of the existing positions will result in a net neutral impact to the General Fund operating budget; NOW, THEREFORE, BE IT ORDAINED that the City Council of Bossier City, Louisiana, in regular session convened, does hereby authorize the Administration, through the Permits and Building Maintenance Departments, to eliminate a Plumbing Inspector position and adjust salaries for the Permits and Building Maintenance Departments resulting in a net neutral change to the General Fund operating budget. BE IT FURTHER ORDAINED that the 2024 General Fund Operating Budget is hereby amended to decrease Permits Department Salaries and Benefits $ 21, 746 and increase Building Maintenance Department Salaries and Benefits $ 21, 746. CHANDLER TO EXECUTE THE ATTACHED INTERGOVERNMENTAL CONTRACT BETWEEN THE CITY OF BOSSIER CITY AND THE DEPARTMENT OF ENVIRONMENTAL QUALITY OF THE STATE OF LOUISIANA WHEREAS, the City of Bossier City was approved for a grant to install and EV charging station; and WHEREAS, the Department of Environmental Quality of the State of Louisiana is administering the grant funds; and WHEREAS, the attached intergovernmental contract between the City of Bossier City and the Department of Environmental Quality of the State of Louisiana is required in order to receive funds; NOW, THEREFORE, BE IT ORDAINED, by the City Council of Bossier City, in regular session convened, does hereby authorize Mayor Thomas H. Chandler to execute the attached Intergovernmental Contract, complete in all their terms and provisions, on behalf of the City of Bossier City. WHEREAS; Jacob Malone, Raley and Associates, has applied to the Bossier City- Parish Metropolitan Planning Commission for Conditional Use Approval for the retail sale of low content alcohol, for off premise consumption at a convenience store, located at 5500 Shed Road, Bossier City, Louisiana. WHEREAS; a public hearing for the Conditional Use application was held on April 8, 2024; and WHEREAS; The Planning Department has submitted the results of said public hearing to the Mayor and the City Council of the City of Bossier City being: Favorable recommendation by the Bossier City- Parish Metropolitan Planning Commission. THE CITY COUNCIL OF THE CITY OF BOSSIER CITY HEREBY ORDAINS: SECTION 1. That the Conditional Use for retail sales of low content alcohol for off premise consumption at 5500 Shed Road, Bossier City, Louisiana is hereby approved. Discussion between Mr. Hammons and Mr. Rauschenbach concerning this Ordinance. The following Ordinance offered and adopted: Ordinance No. 59 Of 2024  AN ORDINANCE TO DECLARE THAT AN EMERGENCY DID EXIST IN THE CITY OF BOSSIER CITY WHICH AFFECTED PROPERTY, PUBLIC HEALTH, AND SAFETY DUE TO THE REQUIREMENT TO REPLACE A GRAVITY SEWER MANHOLE THAT COLLAPSED AT A COST OF 128, 618. 37 TO COME FROM SEWER CAPITAL AND CONTINGENCY FUND. WHEREAS, gravity sewer manhole' s are critical infrastructure in Bossier' s wastewater collection system and collapsed from excessive use; and WHEREAS, the Public Utilities Department needed emergency support to replace this sewer manhole; and WHEREAS, the scope of work involved is beyond the Utility Department' s capabilities due to the size and scale of the equipment, material, and labor required; and WHEREAS, it will cost $ 128, 618. 37 in labor, equipment, and materials to complete the repair efforts; and WHEREAS, $ 128, 618. 37 shall be appropriated from the Sewer Capital and Contingency Fund. NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the City Council of Bossier City, Louisiana, does hereby declare that an emergency exists and authorizes the Mayor to appropriate $ 128, 618. 37 to come from the Sewer Capital and Contingency Fund to be used for the purpose of replacing and repairing gravity sewer manholes; and authorizes the City to enter into any necessary contracts for completion of the work. BE IT FURTHER ORDAINED, that the Mayor is authorized to sign any and all documents in connection with the furtherance of this Ordinance. BE IT FURTHER ORDAINED, that the 2024 Sewer Capital and Contingency Budget is hereby amended to increase expenditures for required repairs by $ 128, 618. 37 and decrease Fund Balance by $ 128, 618. 37. NOW, THEREFORE, BE IT RESOLVED, in regular session convened that the City Council of Bossier City, Louisiana, does hereby declare that an emergency exists and authorizes the Mayor to appropriate $ 137, 400. 36 to come from the Water Capital and Contingency Fund to be used for the purpose of making repairs to the 12- inch water main and replacing fire hydrant near the intersection of John Wesley Blvd and Old Minden Rd; and authorizes the City to enter into any necessary contracts for completion of the work. Engineering Department Ben Rauschenbach went over the Monthly Project Report and highlighted status of various city projects. Announcements— Mayor Chandler announced an upcoming job fair at the Bossier City Center as well as a Nationally televised Archery Pro Shoot out. He also encouraged the citizens to vote yes for the upcoming millage renewal and to continue to support the city' s Public Safety divisions. Mr. Smith asked Ms. Nottingham about status of Salary Study. She reported that a meeting with SSA Consultants should take place the first week of May to discuss the results. She also noted some changes in the States Capital Outlay Program which will benefit the City.
