City of Bowdon Mayor and Council Meeting Monday, April 19, 2021 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, April 19th, 2021. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by Main Street Director Jan Gibbs. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Wes McEntyre Councilmember Marty Johnson Absent: Councilmember Ward 2 (currently vacant) Staff present: City Manager Gary Bullock City Attorney David Mecklin Main Street Director Jan Gibbs Police Chief Mark Brock The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Mayor Pro-tem Jan Johnson to approve the agenda as presented; second by Councilmember Marty Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on March 15th, 2021 were read and presented for approval. Motion by Mayor Pro-tem Jan Johnson to approve the minutes from the March 15, 2021 meeting as presented; second by Councilmember Marty Johnson; motion carried unanimously. VII. Public Comments None. VIII. Business Session A. Approval of update to Intergovernmental Agreement for Municipal Ad Valorem Tax Collection Services (no change in fees) – Mr. Bullock stated it was just minor changes (chairman name, etc.)  City of Bowdon Mayor & Council Meeting Minutes April 19, 2021 Motion by Mayor Pro-tem Jan Johnson to approve the updated Intergovernmental Agreement with Carroll County for Municipal Ad Valorem Tax Collection Services as presented; second by Councilmember Marty Johnson; motion carried unanimously. B. Resolution for GEFA Modification – Mr. Bullock stated this was the second modification with no change in amount, just a change in when we expect to be finished with the water treatment plant project, from December 2020 to June 2021. Motion by Mayor Pro-tem Jan Johnson to approve the second modification to the GEFA loan for the water treatment plant project as presented; second by Councilmember McEntyre; motion carried unanimously. C. Motion to grant 30-day extension to Planning Commission for Re-zoning of 222 North Carroll Street Property – applicant did not provide a site plan and is asking for an extension until next month. Planning Commission Chairman Mignon Wessinger read a copy of the request from the applicant. Motion by Mayor Pro-tem Jan Johnson to approve granting a 30-day extension for the re-zoning application concerning property located at 222 North Carroll Street; second by Councilmember McEntyre; motion carried unanimously. D. Municipal Complex renovation authorization – Mr. Bullock asked for authorization for expenditures up to $190,000 to renovate the entrance to the Municipal Complex and make it ADA compliant, with the City acting as the General Contractor for the renovations. This will speed up the process of getting City Hall offices moved to the new location. Motion by Councilmember Marty Johnson to approve the expenditures for the Municipal Complex as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. E. Approval of Insurance Renewal (property, casualty, general liability) – Mr. Bullock distributed a detail sheet showing the renewal premium and expiring premium, and a five-year history of premiums showing a savings of about $85,000 from our 2017 premium. Motion by Councilmember McEntyre to approve the renewal of the City’s property, casualty and general liability insurance as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. F. City Manager Reports – Water treatment plant rehab is still going on; the by-pass has been installed and is ready to test so that we can pump from Turkey Creek in case something happens to the water line from Lake Tisinger. The street sweeper is repaired and running. The Senior Meals are starting back the first Thursday in May. Copeland Hall concerts may start back in June or July. The library has an art show for the Bowdon High School senior art students. Founders Day is scheduled for August 7. The Kent Avenue name change to Irene Keith Avenue is ready; all the signatures have been obtained so we just need to schedule a Public Hearing. Tennis courts will be discussed at the next work session. Preliminary copy of the new budget may be ready by May 7. G. Department Reports – no questions. IX. Financial Session A.
