City of Bowdon Mayor and Council Meeting Monday, May 17, 2021 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, May 17th, 2021. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by City Clerk Susan Pierce. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Marty Johnson Absent: Councilmember Wes McEntyre Councilmember Ward 2 (currently vacant) Staff present: City Manager Gary Bullock City Clerk Susan Pierce Main Street Director Jan Gibbs Police Chief Mark Brock The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Mayor Pro-tem Jan Johnson to approve the agenda as presented; second by Councilmember Marty Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on April 19th, 2021 were read and presented for approval. Motion by Councilmember Marty Johnson to approve the minutes from the April 19, 2021 meeting as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. VII. Public Comments Ms. Rhonda Keith spoke, stating she would like to become more active in some capacity in the City of Bowdon to bring more diversity in the city. She also asked about the school zone speed limits in the area around Bowdon Elementary School, noting that there was a need for more speed limit signs and possibly a traffic light since there is more activity there now. Mr. Bullock said we have looked at Blue Line Solutions monitoring there as well as the high school, but there was not enough traffic at that location. We will look at putting new speed limit and school zone signs on the road on both sides of the school. He also informed Ms. Keith that all the property owner signatures had been obtained to move forward with renaming the road from Kent Avenue to Irene Keith Avenue.  City of Bowdon Mayor & Council Meeting Minutes May 17, 2021 Mr. Noah Steed next spoke concerning the rebuilding and re-routing of the power transmission line by Georgia Transmission. He encouraged Council to urge Georgia Transmission to make sure and address erosion control, beautification, and ecology during the relocation process. There are 2 Public Hearings scheduled on June 22 concerning the relocation project. Mr. Steed also thanked Council for the continued work with the Planning Commission on updating the City’s ordinances which pertain to animals and livestock in the City Limits. VIII. Business Session A. Memorandum of Understanding – Main Street Motion by Mayor Pro-tem Jan Johnson to approve the renewal of the Main Street Memorandum of Understanding to be executed by Mr. Bullock as presented; second by Councilmember Marty Johnson; motion carried unanimously. B. Resolution for disposition of obsolete equipment – Mr. Bullock stated that we have several vehicles which are out of use that we need to get rid of. Some have mechanical issues, and some have been wrecked. All these vehicles have been replaced already. Motion by Mayor Pro-tem Jan Johnson to approve the disposition of obsolete vehicles and equipment as presented; second by Councilmember Marty Johnson; motion carried unanimously. C. Library Board appointment – Terms for Julia Fordham and Lynne Ozier have expired. The Library Board has nominated Julia Fordham for reappointment to the Board and has nominated Holly Larson to be appointed to the Board in Lynne Ozier’s position. Motion by Mayor Pro-tem Jan Johnson to approve the reappointment of Julia Fordham to the Library Board and to appoint Holly Larson to replace Lynne Ozier on the Library Board; second by Councilmember Marty Johnson; motion carried unanimously. D. Contract – Mill Street repaving – Mr. Bullock informed Council that in the proposal we had asked for the bidders to patch and fill potholes and sunken spots along Mill Street and overlay and stripe from W. College Street to the city limits at Red Barn Road, and also to restripe the crosswalks at Bowdon Baptist Church. RP Paving, Villa Rica, bid $128,450; Magnum Paving, Villa Rica, bid $125/ton plus various fees for additional work; McIntosh Specialty Services, Carrollton bid $168,650.18 with no additional add-ons. Mr. Bullock recommended going with McIntosh Specialty Services. Motion by Councilmember Marty Johnson to approve the bid from McIntosh Specialty Services in the amount of $168,650.18 for the Mill Street repaving project as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. E. New Sign at Bowdon High School – Ms. Pierce reported on the Zoning Appeals meeting with Terry Jones from Carroll County Board of Education concerning the request for a zoning variance to place a lighted message sign in front of Bowdon High School. The Zoning Appeals Board voted to recommend approval of the zoning variance for the new sign. Motion by Councilmember Marty Johnson to approve the zoning variance for the new lighted message sign in front of Bowdon High School as recommended by the Zoning Appeals Board; second by Mayor Pro- tem Jan Johnson; motion carried unanimously.  City of Bowdon Mayor & Council Meeting Minutes May 17, 2021 F. City Manager Reports – We got our permit renewal for Lake Tisinger; we have a capacity of pulling about 2.0 million gallons per day from the lake. In 2011, we were told to install flow meters upstream and downstream from the lake and keep a daily log. The meters were installed but are unable to find the records, and one of the meters is damaged. EPD has given us 6 months to get working meters installed and keep records. Also, the recent rains have caused the lake to go 8 feet above normal. Robert L. Thomas retirement reception is set for June 6 from 3:00PM to 5:00PM at the Senior Citizens Center G. Department Reports – no questions. IX. Financial Session A. Property Tax Unpaid Balance Summary – no questions. B. April Financial Reports – no questions. C. Cash Balances as of 05/17/2021 – no questions. Motion by Mayor Pro-tem Jan Johnson to enter into Executive Session to discuss personnel; second by Councilmember Marty Johnson; motion carried unanimously. XI.
