City of Bowdon Mayor and Council Meeting Public Hearing – 2nd Reading of FY 2022 Budget Monday, June 21, 2021 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, June 21st, 2021. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by Main Street Director Jan Gibbs. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Marty Johnson Councilmember Wes McEntyre Absent: Councilmember Ward 2 (currently vacant) Staff present: City Manager Gary Bullock Main Street Director Jan Gibbs Police Chief Mark Brock The Invocation was led by Councilmember McEntyre and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda VI. Approval of Minutes Minutes of Mayor & Council Meeting on May 17th, 2021 were read and presented for approval. Motion by Mayor Pro-tem Jan Johnson to approve the minutes from the May 17, 2021 meeting as presented; second by Councilmember McEntyre; motion carried unanimously. VII. Public Hearing – Second Reading of FY 2022 Budget No comments on the Budget. VIII. Public Comments Bo Jackson – apparent flea infestation behind merchants in the Roop Alley area, possibly from stray cats; worried about effect on Founder’s Day. Noah Steed – transmission line re-routing hearings tomorrow at Agricultural Center in Carrollton; hope City will urge company to be environmentally responsible during construction.  City of Bowdon Mayor & Council Meeting Minutes June 21, 2021 IX. Business Session A. Approval of FY 2022 Budget Motion by Councilmember McEntyre to approve the FY 2022 Budget as presented; second by Mayor Pro- tem Jan Johnson; motion carried unanimously. B. Acceptance of FY 2020 Audit Report – 2 findings: 1) segregation of duties (ongoing problem with all small cities); 2) co-mingling of funds between SPLOST and water revenue accounts (corrections already made). Motion by Mayor Pro-tem Jan Johnson to approve the acceptance of the FY 2020 Audit Report as presented; second by Councilmember McEntyre; motion carried unanimously. C. Consideration of recommendation from Planning Commission on rezoning request for 222 N. Carroll Street – Mr. and Mrs. Kalid Makkawi wish to have the zoning for 222 N. Carroll Street changed from R2- Residential to R3-Residential in order to build a 6-unit condominium. The property adjoining currently contains duplexes built before the R2 zoning changed to single-family. Motion by Councilmember McEntyre to uphold the recommendation from the Planning Commission to deny the rezoning request for 222 N. Carroll Street from R2-Residential to R3-Residential; second by Councilmember Marty Johnson; motion carried unanimously. D. Hazard Mitigation Plan resolution – Tim Padgett, Emergency Management Agency Director for Carroll County, gave an overview of the plan established by the Federal Government in 2000 to provide funds to local governments after a disaster. Motion by Councilmember McEntyre to approve the Hazard Mitigation Plan resolution as presented; second by Councilmember Marty Johnson; motion carried unanimously. E. Resolution for retiring Recreation Director – Mayor Chaffin presented a proclamation to Robert L. Thomas in appreciation for his over 40 years of service to the City of Bowdon and surrounding communities. F. Annexation of Bowdon Middle School – Mayor Pro-tem Jan Johnson said the County had approved annexing the Middle School into the city limits. Mr. Bullock said we have not received paperwork from the County yet, but as soon as we do, the Council can officially vote to approve the annexation. G. City Manager reports – Mr. Bullock stated we have had complaints about the color of the water. Cody Kelly from J & T Environmental Services, our contractors at the Water Treatment Plant, gave a report explaining the cause of the problems with the water. Due to the heavy rainfall we have experienced, there was a high level of manganese in the water, which turns the water brown when mixed with the chlorine. There is not a health hazard associated with the water, however it is not appealing to the eye. They are working diligently to clear the water up. Demolition has started at the Municipal Complex. Mill Street repaving scheduled to start the 2nd week in July and will go to the city limits. The Public Hearing on the transmission line relocation is tomorrow in Carrollton. Property Tax Unpaid Balance Summary – no questions. B. May Financial Reports – no questions. C. Cash Balances as of 06/11/2021 – no questions. Motion by Councilmember McEntyre to adjourn; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. XI.
