City of Bowdon Mayor and Council Meeting Public Hearing – 2021 Millage Rate Monday, August 16, 2021 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting and Public Hearing on Monday, August 16th, 2021. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by City Clerk Susan Pierce. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Marty Johnson Councilmember Wes McEntyre Absent: Councilmember Ward 2 (currently vacant) Staff present: City Manager Gary Bullock City Clerk Susan Pierce Police Chief Mark Brock The Invocation was led by Councilmember McEntyre and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Councilmember McEntyre to approve the meeting agenda as presented; second by Councilmember Marty Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on July 19th, 2021 were read and presented for approval. Motion by Mayor Pro-tem Jan Johnson to approve the minutes from the July 19, 2021 meeting as presented; second by Councilmember Marty Johnson; motion carried unanimously. VII. PUBLIC HEARING – 2021 MILLAGE RATE City Clerk Pierce noted that the rollback rate for 2021 came to 7.713, less than last year’s rate of 7.942. With the property reassessments figured in, the tax revenue will be slightly higher even though there is a reduction in the millage rate. VIII. Public Comments No comments. City of Bowdon Mayor & Council Meeting Minutes August 16, 2021 IX. Business Session A. Millage Rate Approval Motion by Councilmember McEntyre to approve the rollback millage rate of 7.713 as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. B. Stream Monitoring Equipment Approval – Mr. Bullock reported that this was required by the EPD for our withdrawal from Lake Tisinger. Tim and he met with representative from USGS who proposed installing and maintaining real-time stream gauges at a cost of $15,400 per year per station. We need 2 - one upstream and one downstream. We had one company who did not submit a proposal. We have another proposal from Kazmier and Associates which is a Teledyne unit for each. We will have to install brackets on the bridges at Barnes Road and Highway 100. The total excluding installation, which we will do part of, is $39,577. This is a one-time charge and includes solar panels for electricity and all equipment that goes with it. Mr. Bullock will check on the warranty on the equipment to be purchased. Motion by Councilmember McEntyre to approve the purchase of stream monitoring equipment from Kazmier and Associates in the amount of $39,577 as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. C. City Manager Reports – Monitoring storm activity and rainfall for our area. You also have before and after pictures of the water plant showing the improvements that have been made. A GEFA representative inspected the plant on Friday and said everything looked fine. The financials are on target, and today we received $112,693 from the 2021 SPLOST funds. D. Department reports – Water Plant Production report reflects water purchased from Carroll County Water Authority. Mr. Bullock is also interested in setting up a Mutual Aid Agreement with Carroll County, the City of Carrollton and the City of Temple covering water supply and equipment sharing. X. Financial Session A. Property Tax Unpaid Balance Summary – no questions. B. July Financial Reports – no questions C. Cash Balances as of 08/10/2021 – no questions. Motion by Councilmember McEntyre to adjourn the meeting; second by Councilmember Marty Johnson; motion carried unanimously. XI.
