Monday, September 20, 2021

I.-IV. Agenda Items:
The Mayor and City Council met for a regular meeting on Monday, September 20th, 2021. The meeting was called
to order by Mayor Jim Chaffin at 7:00PM.
Roll call was conducted by City Manager Gary Bullock.
Members present: Mayor Jim Chaffin
Mayor Pro-tem Jan Johnson
Councilmember Marty Johnson
Councilmember Wes McEntyre
Absent: Councilmember Ward 2 (currently vacant)
Staff present: City Manager Gary Bullock
Police Chief Mark Brock
The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance.
V. Approval of Meeting Agenda
Motion by Councilmember Wes McEntyre to approve the meeting agenda as presented; second by Mayor Pro-tem
Jan Johnson; motion carried unanimously.
VI. Approval of Minutes
Minutes of Mayor & Council Meeting on August 16th, 2021 were read and presented for approval.
Motion by Councilmember Wes McEntyre to approve the minutes from the August 16, 2021 meeting as presented;
second by Mayor Pro-tem Jan Johnson; motion carried unanimously.
VII. Public Comments
Citizen Noah Steed made the following comments: “I stand tonight on behalf of the members of the Bowdon Area
Agricultural Alliance to ask whether the mayor and council is now satisfied that farming is and shall remain a legal
use of property in Bowdon.
If not, or if you feel that there is any further clarification or codification needed, I would ask you two further
questions. First: how can I and the other members of the alliance be of service to the city in such an effort?
Secondly: how will the city help concerned citizens stay better informed so there are no more awkward surprises?
I urge you not to equate the typically empty galleries at council and committee meetings with a lack of concern or
willingness and ability to help among the people of Bowdon. And, as always, I thank each of you for your service. “

VIII. Business Session
A. Annexation of Bowdon Middle School – Mr. Bullock reported that the process was underway with
notification to Carroll County Board of Commissioners. There are other notifications which must be
published. The timeline for approval will be at the November Mayor and Council Meeting.
B. Main Street Board Re-appointment – Mr. Bullock presented the attached Resolution re-appointing Allie
Rahr to the Main Street Board with the term expiring June 2022.
Motion by Mayor Pro-tem Jan Johnson to approve the Resolution re-appointing Allie Rahr to the Main Street
Board; second by Councilmember McEntyre; motion carried unanimously.
C. City Manager Reports – The upcoming vacant position of Leisure Events Technician, in the Recreation
Department, has been filled. The property at 224 Wedowee Street, which was donated to the City, has
been surveyed, a property line agreement has been signed by the adjourning property owner, and all
filings should be complete before the October Mayor and Council Meeting. Mr. Bullock noted increased
construction activities with renovations in the Mobile Home Parks on Wedowee Street and Lipham Street.
Additional activity is possible expansion of the convenience store at the corner of E College Street and
Barrett Road. Discussion ensued about the prohibition of additional mobile homes in the park on
Wedowee Street. Mr. Bullock will research for any prohibition.
Mr. Bullock shared that a preliminary survey by GMA concerning COVID vaccination requirements, mask
requirements, and vaccination incentives was currently in process. He will share the results as soon as we
receive them.
D. Department reports – no comments or questions.
IX. Financial Session
A. Property Tax Unpaid Balance Summary – no questions.
B. August Financial Reports – no questions
C. Cash Balances as of 09/10/2021 – no questions.
Motion by Councilmember McEntyre to adjourn the meeting; second by Mayor Pro-tem Jan Johnson; motion
carried unanimously.
