City of Bowdon Mayor and Council Meeting/Public Hearing Monday, June 20, 2022 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, June 20th, 2022. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by City Clerk Susan Pierce. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Wes McEntyre Councilmember Randy Saxon Councilmember Marty Johnson Staff present: City Manager Gary Bullock City Clerk Susan Pierce Police Chief Mark Brock Main Street Director Jan Gibbs The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Councilmember McEntyre to approve the meeting agenda as presented; second by Councilmember Marty Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on May 9th, 2022 were read and presented for approval. Motion by Councilmember McEntyre to approve the minutes from the May 9, 2022 meeting as presented; second by Councilmember Marty Johnson; motion carried unanimously. VII. Public Hearing • First Reading of the FY 2023 Budget Discussion: Mr. Bullock stated that the numbers were the same as advertised in the newspaper, with a couple of exceptions. We had anticipated a $50,000 cut in LOST revenue. The Carroll County Board of Commissioners’ recommendations resulted in a loss of closer to $100,000 for Bowdon in the re-allocation. Consequently, in miscellaneous revenue we are pulling the  City of Bowdon Mayor & Council Meeting Minutes June 20, 2022 additional $50,000 in reduced funds from the General Fund Operating Reserve account to balance the budget. The overall budget is correct as published. Councilmember McEntyre asked about the Code Enforcement budget changing. Mr. Bullock said it did, and we met with the code enforcement officer and explained that it would be part time instead of full time. Mr. Bullock will send out an updated budget as soon as the meeting is over. Mayor Chaffin gave a summary of the meeting with the County Commission Chair, the County consultant, and representatives from other municipalities on the re-allocation of the LOST distributions. VIII. Public Comments None. IX. Business Session A. LIHWAP Program (Low Income Household Water Assistance Program) Resolution Mr. Bullock explained that this program uses Federal funds to assist low-income families with their water bills, which will prevent delinquent payments and loss of service. The customer will apply to the program for assistance, and the funds are sent directly to the city water department. Motion by Councilmember McEntyre to approve entering into a one-year contract with the LIHWAP program to assist low-income families with their water bills; second by Councilmember Marty Johnson; motion carried unanimously. B. Main Street Board Appointments – Main Street Director Jan Gibbs had submitted requests for renewals and appointments, and a request to return to a seven-member board instead of a nine member board. Motion by Councilmember McEntyre to approve the appointment of Allison Smith Robinson to the Main Street Board for a 2-year term to expire June 30, 2024, and to reappoint Connie Hannah, Eddie Henley, and Curtis Wilson for 3-year terms to expire June 30, 2025; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. Motion by Councilmember McEntyre to approve the Main Street Board returning to a seven-member board from a nine member board; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. C. Library Board Appointments – Library Director Cindy Inman had submitted a request from the Warren P. Sewell Memorial Library Board of Trustees to appoint Martha Stephens and Darlene Beam to the Board to replace Marilyn Morris and Johnnie Davis, respectively, whose terms will expire on June 30, 2022, and to reappoint Nancy Sparkman to the Board, whose term will also expire on June 30, 2022.  City of Bowdon Mayor & Council Meeting Minutes June 20, 2022 Motion by Mayor Pro-tem Jan Johnson to approve the appointment of Martha Stephens and Darlene Beam and reappoint Nancy Sparkman to the Warren P. Sewell Memorial Library Board of Trustees as presented; second by Councilmember McEntyre; motion carried unanimously. D. City Manager Reports – Mr. Bullock reported that GFL is ending the recycling program as of August 1, so we are sending out a notice on the water bills to inform the customers. The receptacles will be picked up by GFL. The financial statements are in good shape. We have had a couple of chemical pumps go bad in the water plant, but we had a spare, so we replaced one with that, and have ordered replacements. The lake turned over as well, which causes water disturbance and discoloration. We have some proposals for installing a soft start on our high service pumps, which will come on gradually and save electricity and reduce wear and tear on the pumps. Mayor Chaffin asked about signing the documents for the new LOST agreement. Mr. Bullock said we could discuss it at the July meeting. E. Department reports – Mr. Bullock noted that we had a lot of locates requested due to a Carroll EMC project. He also informed Council that the DOT would be repaving Highway 166 from the Alabama line to Bowdon Tyus Road in Carrollton. IX. Financial Session A.
