City of Bowdon Mayor and Council Meeting/Public Hearing Thursday, June 30, 2022 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a called meeting on Thursday, June 30th, 2022. The purpose of the meeting was to have a Public Hearing for the second reading and approval of the FY 2023 Budget. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by City Clerk Susan Pierce. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Randy Saxon Councilmember Marty Johnson Absent: Councilmember Wes McEntyre Staff present: City Manager Gary Bullock City Clerk Susan Pierce Police Chief Mark Brock The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Councilmember Saxon to approve the meeting agenda as presented; second by Mayor Pro- tem Jan Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on June 20th, 2022 were read and presented for approval. Motion by Councilmember Saxon to approve the minutes from the June 20, 2022 meeting as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. VII. Public Hearing A. Second Reading of the FY 2023 Budget Discussion: Mayor Pro-tem Jan Johnson asked if there were any requests from Department Heads that we were not able to fulfill due to budget cuts. Mr. Bullock stated that no one had asked for anything that we were not able to fund at some level. City of Bowdon Mayor & Council Meeting Minutes June 30, 2022 The Recreation Department has the largest increase but they also have a larger increase in the revenue. The budget this year is a flat budget overall. There currently is no money for wage increases due to the cut in our LOST revenue from the County; however we are still looking for adjustments in the budget to be able to fund the wage increases. There was also a question about this year’s millage rate calculation. Mr. Bullock informed Council that we were in process of determining what the rate would be this year, and that we would send out information so that it can be discussed in the work session on Tuesday (July5). VIII. Public Comments None. IX. Business Session Approval of FY 2023 Budget – Mayor Chaffin asked for a motion to approve the City of Bowdon FY 2023 Budget as presented. Motion by Councilmember Saxon to approve the City of Bowdon FY 2023 Budget as presented; second by Councilmember Marty Johnson; motion carried unanimously. Motion by Councilmember Saxon to adjourn the council meeting; second by Councilmember Marty Johnson; motion carried unanimously. X.
