City of Bowdon Mayor and Council Meeting/Public Hearing Monday, August 8, 2022 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a called meeting on Monday, August 8th, 2022. The purpose of the meeting was to have a Public Hearing for the approval of the 2022 Millage Rate and the alcohol license request for Tacos El Torito, a new restaurant located at 107 W. College Street. The meeting was called to order by Mayor Pro-tem Jan Johnson at 7:00PM. Roll call was conducted by City Clerk Susan Pierce. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Randy Saxon Councilmember Marty Johnson Councilmember Wes McEntyre Staff present: City Manager Gary Bullock City Clerk Susan Pierce Police Chief Mark Brock Main Street Director Jan Gibbs The Invocation was led by Councilmember McEntyre and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Councilmember McEntyre to approve the meeting agenda as presented; second by Councilmember Marty Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on July 11th, 2022 were read and presented for approval. Motion by Councilmember McEntyre to approve the minutes from the July 11, 2022 meeting as presented; second by Councilmember Marty Johnson; motion carried unanimously. VII. Public Hearing A. Millage Rate Approval – As discussed previously and advertised in the local paper, Council recommended adopting the rollback millage rate of 7.302. Motion by Councilmember Marty Johnson to approve the adoption of the rollback millage rate of 7.302 as presented; second by Councilmember McEntyre; motion carried unanimously. City of Bowdon Mayor & Council Meeting Minutes August 8, 2022 B. Alcohol License Approval – Tacos El Torito, 107 W. College St. Council asked if there were any problems with the application. There being none, the application was recommended for approval. Motion by Councilmember McEntyre to approve the alcohol application for Tacos El Torito as presented; second by Councilmember Saxon; motion carried unanimously. VIII. Public Comments None. IX. Business Session A. Approval of LOST Agreement with Carroll County – Mr. Bullock recommended that we sign the agreement, even though it was less than what we had hoped for, and less than what we received in previous agreements. Motion by Councilmember McEntyre to approve the LOST Agreement with Carroll County as presented; second by Councilmember Marty Johnson; motion carried unanimously. B. Approval of Smoke Shop Moratorium Extension – Mr. Bullock stated we did not get the advertisement in the paper in time to have a public hearing, so we need to extend the moratorium for up to 60 days to allow time for advertising the ordinance amendment. Motion by Councilmember McEntyre to extend the Smoke Shop Moratorium for up to 60 days as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. C. Main Street Board Appointment – The Main Street Board recommended appointing Katie Morgan to the Board to replace one of the members whose terms had expired. Motion by Councilmember McEntyre to approve appointing Katie Morgan to the City of Bowdon Main Street Board as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. D. City Manager Reports – Mr. Bullock reported that we had a successful Founder’s Day. Everyone worked hard, especially Main Street Director Jan Gibbs. Ms. Gibbs reported that we had 191 runners in the 5K race, 43 parade entries and 42 vendors. Council discussed safety issues concerning the number of 4-wheelers and other unauthorized vehicles being ridden around town without helmets and with underaged, unlicensed operators. These issues will be addressed by ordinance before the next Founder’s Day celebration. We will have a department meeting on Tuesday to review Founder’s Day operations as well. The library renovation bids are due in on Wednesday, and we will meet with the regional manager to review. City of Bowdon Mayor & Council Meeting Minutes August 8, 2022 We are developing a contract for water sales to the City of Ephesus. The City Attorney is working on a Quit-Claim deed for property on City Hall Avenue in the vicinity of the alley between Bowdon Animal Clinic and Mignon Wessinger. West Georgia Pallet Source did receive a citation for the smoke emitted from their location in May. The owner appeared before the judge and paid a fine. Mr. Bullock met with engineers on our planned infrastructure improvements. We’ll be replacing some galvanized water lines and verifying locations of water mains. E.
