City of Bowdon Mayor and Council Meeting/Public Hearing Monday, September 12, 2022 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a Public Hearing and regular meeting on Monday, September 12th, 2022. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by Main Street Director Jan Gibbs. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Randy Saxon Councilmember Marty Johnson Councilmember Wes McEntyre Staff present: City Manager Gary Bullock Police Chief Mark Brock Main Street Director Jan Gibbs City Attorney David Mecklin The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Motion by Councilmember McEntyre to approve the meeting agenda as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. VI. Approval of Minutes Minutes of Mayor & Council Meeting on August 8th, 2022 were read and presented for approval. Motion by Councilmember McEntyre to approve the minutes from the August 8, 2022 meeting as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. VII. Public Hearing A. Zoning Ordinance Update to define and regulate Smoke Shops – Mr. Bullock explained that this update was to include a definition of smoke shops and add smoke shops to the uses permitted in the Local Commercial Districts. Motion by Councilmember McEntyre to approve the amendment updating the Zoning Ordinance to define and regulate Smoke Shops as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. VIII. Public Comments  City of Bowdon Mayor & Council Meeting Minutes September 12, 2022 1. Opal Yates, 2156 Victory Church Rd, Bowdon, Candace Bramble, 463 Willie Walker Rd., Carrollton, Amber Hightower, 55 Johnson Rd., Waco, Tracey Stewart, 435 E. College St., Bowdon, and Ryan Yates, 2156 Victory Church Rd., Bowdon, spoke in support of the gymnastics program and asked about getting help with building and equipment improvements. They also expressed their willingness to work with the city to accomplish the improvements. Mayor Chaffin remarked that he and the council also support the program, but budget constraints and city infrastructure needs limit what we can do for the gymnastics program. Councilmember Marty Johnson asked for a list of what the gymnastics parents would like. 2. Misty Reeves 1835 Brickyard Rd., Bowdon, would like to have city water service run to her property. 3. Paul Widener 1600 Brickyard Rd., Bowdon, and Glynda Williamson would also like to have city water service available. IX. Business Session A. Water Tap Fees – Mr. Bullock ran an analysis of fees versus cost and recommended an increase to cover the increased cost of materials, including water meters and pipe. The fees would increase on November 1, 2022 as follows: Current Charge INSIDE/OUTSIDE Standard Svc 3/4": $1,500/$2,250 1" Service: $1,700/$2,550 2" Service: $7,000/$10,500 Effective 11/1/2022 PROPOSED INSIDE/OUTSIDE Standard Svc 3/4": $2,500/$3,000 1" Service: $3,500/$4,500 2" Service & larger: Priced on case-by-case basis Motion by Councilmember Saxon to approve the increase in water tap fees as presented; second by Councilmember Marty Johnson; motion carried unanimously. B. Police Vehicles – Mr. Bullock reported that we have ordered 2 police vehicles through the State contract from Akins Dodge at a cost of $72,954.36 for both. These are just the vehicles, not the equipment. These will be Dodge Chargers. The equipment will cost approximately $15.000.00. Motion by Councilmember McEntyre to approve the purchase 2 new police vehicles from Akins Dodge at a cost of $72,954.36 as presented; second by Councilmember Saxon; motion carried unanimously. C. Quit Claim Deed for Wessinger property – The plat has been filed for the swap of the 0.003-acre tract of abandoned alleyway to the adjacent landowner, Mignon Wessinger. Motion by Councilmember McEntyre to approve the abandonment of the 0.003-acre tract of abandoned alleyway to the adjacent landowner, Mignon Wessinger, as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously.  City of Bowdon Mayor & Council Meeting Minutes September 12, 2022 D. FY22 Amended Budget – Mr. Bullock has been working with our accountant, Rick Hartley, on getting close to what our actual figures were. We had an increase in revenue due to Recreation Programs and an increase in Local Option Sales Tax revenue. We also had a position not filled in the police department that had been planned, along with a couple of other positions not filled. We anticipate being able to put over $200,000.00 into the Operating Reserve from the General Fund and $60,000.00 into the Water Fund. Motion by Mayor Pro-tem Jan Johnson to approve the amendments to the FY 2022 Budget as presented; second by Councilmember Marty Johnson; motion carried unanimously. E. Water Treatment Plant Clearwell Contract – Mr. Bullock compared the three bids for the project to clean out the clearwell. Utility Services bid $15,289, American Tank Maintenance bid $14,278, and J & T Environmental bid $11,000. He recommended going with J & T Environmental. Motion by Councilmember McEntyre to approve accepting the bid from J & T Environmental for cleaning out the clearwell at the Water Treatment Plant as presented; second by Councilmember Marty Johnson; motion carried unanimously. F. City Manager Reports – Mr. Bullock reported that the tennis court renovations are coming along. We are on target with our budget. G. Department Reports – no questions XI. Financial Session A.
