I.-IV. Agenda Items:
The Mayor and City Council met for a regular meeting on Monday, November 14th, 2022. The meeting was
called to order by Mayor Jim Chaffin at 7:00PM.
Roll call was conducted by City Clerk Susan Pierce.

The Invocation was led by Councilmember McEntyre and was followed with the Pledge of Allegiance.
V. Approval of Meeting Agenda
Agenda was approved with no objections.
VI. Approval of Minutes
Minutes of Mayor & Council Meeting on October 10th, 2022 were presented for approval.

VII. Public Comments
1. Ryan Yates, 2156 Victory Church Rd, Bowdon, spoke, asking for updates on the gymnastics
building improvements, including drainage, mold, and possible building expansion. Mr. Bullock
noted that all the issues are in process of being addressed. Mr. Yates also asked about the
gymnastics program budget. Mayor Chaffin explained that budgets constantly fluctuate and are
adjusted as necessary.
IX. Business Session
A. Recreation Department Program Fees – After the Recreation Director reviewed other cities’
recreation fees in Carroll County and surrounding areas, he and Mr. Bullock recommend
increasing our Recreation Department Program fees to $60.00 for participants residing
inside Carroll County and $70.00 for participants residing outside Carroll County.

Motion by Mayor Pro-tem Jan Johnson to approve the increase in Recreation Program fees to $60.00 for
participants residing inside Carroll County and $70.00 for participants residing outside Carroll County as
presented; second by Councilmember Marty Johnson; motion carried unanimously.
B. Utility Locating Equipment – Mr. Bullock recommended the purchase of Utility Locating
Equipment which will use Ground Penetrating Radar (GPR) to locate underground pipes and
cables and will save man hours on utility locates. The cost of the equipment is $15,382.00
and will be covered by 2021 SPLOST funds.
Motion by Councilmember Marty Johnson to approve the purchase of Utility Locating Equipment at a cost of
$15,382.00 as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously.
C. City Manager Reports – Mr. Bullock reported that the Water Treatment Plant was shut down
from Wednesday to Friday for the clear well to be cleaned. We used water from Carroll
County during that time. The clear well has now been cleaned and the city’s water is now
back online.
Mayor Pro-tem Jan Johnson asked about painting the water tank. She asked if we could
possibly have a Bowdon “B” painted on it.
D. Department Reports – no questions
XI. Financial Session
A. Property Tax Unpaid Balance Summary – no questions
B. September Financial Reports – Mayor Pro-tem asked about the revisions; Mr. Bullock said there
was some sanitation revenue which was not included and debt service which was double
booked.
C. Cash balances as of 10/04/2022 – no questions
Motion by Mayor Pro-tem Jan Johnson to adjourn the council meeting; second by Councilmember Marty
Johnson; motion carried unanimously.
