City of Bowdon Mayor and Council Meeting Monday, December 12, 2022 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, December 12th, 2022. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by City Manager Gary Bullock. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Marty Johnson Councilmember Wes McEntyre Councilmember Randy Saxon Staff present: City Manager Gary Bullock Police Chief Mark Brock Absent: City Clerk Susan Pierce The Invocation was led by Mayor Pro-tem Jan Johnson and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Agenda was approved with no objections. VI. Approval of Minutes Minutes of Mayor & Council Meeting on November 14th, 2022 were presented for approval. Minutes of November 14th, 2022 were approved with no objections. VII. Public Comments Karen Smith, 108 Navajo Trail – lives with Stephanie Ragland. Had a bad water leak in the bathroom and grabbed a tool to cut the meter off. Julie (meter reader) told her there would be a fine for tampering with the meter. A plumber fixed the leak that afternoon and could not test the repair due to a lock being placed on the meter. Any fees charged for tampering will be removed from the account per Mr. Bullock. VIII. Public Hearing – Approval of Veer 2015 LLC/Patel Food Mart No issues with background check per Chief Brock Motion by Councilmember McEntyre to approve the alcohol license application for Veer2015/Patel Food Mart as presented; second by Councilmember Saxon; motion carried unanimously.  City of Bowdon Mayor & Council Meeting Minutes December 12, 2022 IX. Business Session A. Workers Comp renewal – currently paying $18,835; the renewal premium with Bitco will be $19, 863, an increase of about 5%. Motion by Councilmember McEntyre to approve the workers comp renewal as presented; second by Councilmember Marty Johnson; motion carried unanimously. B. Main Street Board Appointment – The Main Street Board recommended appointing Kelly Christopher of God’s Gym to the Main Street Board, replacing Carolyn Crawford whose term expired June 30, 2022. Motion by Councilmember Marty Johnson to approve the appointment of Kelly Christopher to the Main Street Board as presented; second by Mayor Pro-tem Jan Johnson; motion carried unanimously. C. Wage and Salary Adjustments – Mr. Bullock gave council copies of wage and salary considerations with current budgeted salaries as well as proposed salaries. He looked at increasing police starting salaries to $17.00 per hour. There were no salary increases in the latest budget due to the reduction in LOST proceeds. With actual revenues being higher than budgeted, we are able to give a 3% increase across the board as well as increasing the minimum police salaries to $17.00 per hour. Motion by Councilmember Saxon to give a 3% across the board salary increase to all employees as well as an additional increase to the police department to bring the minimum police salary to $17.00 per hour as presented; second by Councilmember Marty Johnson; motion carried unanimously. D. City Manager Reports – We netted about $41,000 in our surplus vehicle disposition. We have had problems with the culvert on Saxon Street; there is a concrete culvert which has separated, and we are getting erosion under Saxon Street, so we need to replace that culvert. After talking to GDOT, we are going to substitute the 2021 LMIG sidewalk project for the Saxon Street culvert repairs. We will move the sidewalk project to the 2023 LMIG. We may see if the county can do the Saxon Street paving after the culvert repairs. The tennis courts are being used, primarily for pickle ball. We have an individual giving basketball lessons in the Copeland Hall Gym; he is paying $50 per hour to use the gym to host the private lessons. The air quality report for the Gymnastics Center is finished; we should receive it this week. Mr. Bullock went through Tacos El Torito with the Fire Marshal today.
