City of Bowdon Mayor and Council Meeting Monday, January 9, 2023 7:00PM Mayor and Council Chambers, 182 Grammar School Road I.-IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, January 9th, 2023. The meeting was called to order by Mayor Jim Chaffin at 7:00PM. Roll call was conducted by City Manager Gary Bullock. Members present: Mayor Jim Chaffin Mayor Pro-tem Jan Johnson Councilmember Wes McEntyre Councilmember Randy Saxon Absent: Councilmember Marty Johnson Staff present: City Manager Gary Bullock City Clerk Susan Pierce Police Chief Mark Brock The Invocation was led by Councilmember Wes McEntyre and was followed with the Pledge of Allegiance. V. Approval of Meeting Agenda Agenda was approved with no objections. VI. Approval of Minutes Minutes of Mayor & Council Meeting on December 12th, 2022 were presented for approval. Minutes of December 12th, 2022 were approved with no objections. VII. Public Comments None. VIII. Business Session A. Downtown Development Authority Board Appointments – The council voted to approve the appointments of Cody Shelton, to replace Keith Barker, with a remaining 6-year term which will expire on January 31, 2027, and Eddie Henley, to replace Randy Gentry, with a remaining 4-year term which will expire on January 31, 2025. Motion by Mayor Pro-tem Jan Johnson to approve the DDA appointments of Cody Shelton and Eddie Henley to the DDA as presented; second by Councilmember McEntyre; motion carried unanimously. B. Ephesus Water Contract – Mr. Bullock presented the contract to sell water to the City of Ephesus. This is a 5-year contract, with rates to be reviewed annually. The connection fee is $10,000 and City of Bowdon Mayor & Council Meeting Minutes January 9, 2023 the water fees for the first twelve months are: $650 minimum for the first 250,000 gallons and $2.60 per 1000 gallons for water in excess of 250,000 gallons. Motion by Councilmember McEntyre to approve the contract to sell water to the City of Ephesus as presented; second by Councilmember Saxon; motion carried unanimously. C. Commercial Sanitation Service – Mr. Bullock reviewed the fees for commercial garbage service. He presented a fee chart with increases equal to only the dollar amount that GFL is increasing on our invoices. Mr. Bullock will send out letters to the commercial customers affected by the increase. Motion by Councilmember Saxon to adopt the increased commercial sanitation fees as presented; second by Councilmember McEntyre; motion carried unanimously. D. Qualifying Fees – Council voted to adopt the election qualifying fees, being 3% of the annual salary for the offices of mayor and council members. Fees are: Mayor - $50.40; Councilmember - $43.20. Motion by Councilmember McEntyre to approve the election qualifying fees as presented; second by Councilmember Saxon; motion carried unanimously. E. City Manager Reports – We received the bids on the Saxon Street repairs; McIntosh Paving completed the work. We have a pump at the Water Treatment Plant with a starter that is burned out; we have a replacement coming from Missouri. We will be soft starting the pumps. We have several businesses who did not pay or obtain business licenses for 2022. We are considering publishing those businesses who are non-compliant. Department Heads have been instructed that the city will not conduct business with any merchant who does not have a current business license. F. Department Reports – no questions XI. Financial Session A. Property Tax Unpaid Balance Summary – no questions B. December Financial Reports –no questions C. Cash balances as of 01/03/2023 – no questions Motion by Councilmember McEntyre to adjourn the council meeting; second by Councilmember Saxon; motion carried unanimously. X.
