City of Bowdon Mayor and Council Meeting Monday April 14, 2025 6:00PM Mayor and Council Chambers, 182 Grammar School Road I.- IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, April 14th, 2025. The meeting was called to order by Mayor Randy Saxon at 6:00PM. Members present: Mayor Randy Saxon Councilmember Jan Johnson Councilmember Bobby Elliott Councilmember Wes McEntyre Mayor Pro-tem Marty Johnson Staff present: City Manager Jeff Reese Community Planning Director Jan Gibbs City Clerk Susan Pierce Police Chief Mark Brock City Attorney Kevin Drummond The invocation was led by Josh Posey, Church of Christ Minister, and was followed with the Pledge of Allegiance. Mayor Saxon presented 2 Proclamations, one for Child Abuse Awareness Month and one for Safe Digging Month. V. Public Comments None. VI. Consent Agenda CA-1. Approval of Minutes of March 10 meeting. VII. Business Session A. Special Event Permit – Little Mexico Restaurant – Mayor Saxon asked restaurant manager Jose Orocio to give an overview of his Cinco de Mayo plans, which include an outdoor band and outdoor food service. He will not be serving alcohol outside so no vote is required. B. Light Poles – Downtown – Mayor Saxon received the invoice for $50,970.78 for moving the poles downtown. Motion by Mayor Pro-tem Marty Johnson to approve moving the light poles downtown as presented; second by Councilmember McEntyre; motion carried unanimously. C. Landscape Maintenance Contract – City Manager Jeff Reese put out a bid request for landscape services. Bidders were Luke’s Lawn Care $42,142.00, WRY Lawn Care $72,000.00, and S/K Landscaping $202,200.00. City of Bowdon Mayor & Council Meeting Minutes April 14, 2025 Motion by Councilmember McEntyre to approve the low bid from Luke’s Lawn Care in the amount of $42,142.00 as presented; second by Councilmember Elliott; motion carried unanimously. D. Liability Insurance Renewal – City Clerk Susan Pierce received an email from our insurance brokers McGriff Insurance for our liability insurance renewal. The premium has increased from $96,630.00 to $107,954.00, a difference of $11,324.00. Motion by Mayor Pro-tem Marty Johnson to approve the renewal of the city’s liability insurance as presented; second by Councilmember Elliott; motion carried unanimously. E. Mayor’s Reports – The Mayor has been in communication with Sheriff Langley concerning a School Resource Officer at Bowdon Elementary School. F. City Manager Reports – Mr. Reese announced that we hired a new Recreation Director, Doug Andrew.; We are working on: Budget Draft zoning ordinance has been received for review Received a “Tier 3” violation letter from EPA Cancelling the contract with J & T Environmental for the Water Treatment Plant operation Water line replacement is ongoing Water loss audit is near completion Kids Peace problems are ongoing Fence and parking lot at Watts Park are complete Recreation Department light poles replacement is in discussion Scott Akin is working on audit completion Carter & Sloope received bids on the Lead Service Line (LSL) inventory project G. Department Reports – no questions. IX. Financial Session A. Property Tax Unpaid Balance Summary B. February Financial Reports C. Cash Balances as of 04/04/2025 Motion by Councilmember McEntyre to adjourn the meeting; second by Councilmember Elliott; motion carried unanimously. XII.
