City of Bowdon Mayor and Council Meeting Monday May 12, 2025 6:00PM Mayor and Council Chambers, 182 Grammar School Road I.- IV. Agenda Items: The Mayor and City Council met for a regular meeting on Monday, May 12th, 2025. The meeting was called to order by Mayor Randy Saxon at 6:00PM. Members present: Mayor Randy Saxon Councilmember Jan Johnson Councilmember Bobby Elliott Councilmember Wes McEntyre Mayor Pro-tem Marty Johnson Staff present: City Manager Jeff Reese Community Planning Director Jan Gibbs City Clerk Susan Pierce Police Chief Mark Brock City Attorney Kevin Drummond The invocation was led by Scott Estes, Mountain View Baptist Church Minister, and was followed with the Pledge of Allegiance. V. Public Comments Dr. Randall Hines, Kids Peace Executive Director, spoke. He informed Council of improvements to security at the facility, including door locks and a front gate. VI. Consent Agenda CA-1. Approval of this Agenda and Minutes from April 14, 2025. CA-2. Approval of Baseball Field lighting improvements. CA-3. Approval of Budget Adjustments for FY 2025. Motion by Councilmember Elliott to approve the consent agenda as presented; second by Councilmember McEntyre; motion carried unanimously. VII. Business Session A. Discussion/decision on estimated millage rate. City Attorney Kevin Drummond reported that the tax assessor’s office said that we could certify last year’s millage rate (6.464) as our estimated millage rate. We just received the Consolidation Sheets on Friday. Motion by Mayor Pro-tem Marty Johnson to approve the certification of our estimated millage rate at last year’s rate, 6.464; second by Councilmember Elliott; motion carried unanimously. Mayor’s meeting – SPLOST discussion – Mayor Saxon informed Council that there is a mayor’s meeting on June 9 to discuss the upcoming SPLOST election and projects that we would like to include. C. Mayor’s Reports – The Mayor had nothing to report. D. City Manager Reports – Mr. Reese is working on: Budget Draft zoning ordinance Possible new restaurant relocating to Bowdon Inspection process with Carroll County Water & Sewer analysis Communicating with citizens about code violations and ordinances Delinquent business licenses Complaints about speeding on Tarpley Street Brush pick-up? Possible outsource? Temporary power outage at Water Treatment Plant Generator for Water Treatment Plant? Paving parking lot behind Checkerberry Water/Sewer rate study – GRWA will conduct at no cost Thursday – meeting concerning School Resource Officer E. Department Reports – no questions. IX. Financial Session A. Property Tax Unpaid Balance Summary – no questions. B. March Financial Reports – no questions. C. Cash Balances as of 05/05/2025 – no questions. Motion by Councilmember McEntyre to adjourn the meeting; second by Councilmember Elliott; motion carried unanimously. XII.
