MINUTES of SPECIAL MEETING of the BOARD of COMMISSIONERS of the CITY of BOWLING GREEN, KENTUCKY held NOVEMBER 28, 2012 The Board of Commissioners of the City of Bowling Green, Kentucky met in special session in the Commission Chamber of City Hall, Bowling Green, Kentucky at 4:00 p.m. on November 28, 2012. Mayor Bruce Wilkerson called the meeting to order. Assistant City Manager/City Clerk Katie Schaller called the roll, and the following members were present: Commissioner Bill Waltrip, Commissioner Joe W. Denning, Commissioner Melinda M. Hill, Commissioner Brian “Slim” Nash and Mayor Bruce Wilkerson. Absent: none. There was a full quorum of the Board of Commissioners. MUNICIPAL ORDER NO. 2012 – 213 MUNICIPAL ORDER APPROVING THE PROMOTION OF JOHN BRENT BELCHER TO THE POSITION OF PARKS AND RECREATION DIRECTOR IN THE PARKS AND RECREATION DEPARTMENT Summary of Municipal Order No. 2012 - 213 was read by the Assistant City Manager/City Clerk. Motion was made by Denning and seconded by Nash for consideration of said Municipal Order. DeFebbo outlined the national selection process undertaken and recommended the promotion of Recreation Division Manager J. Brent Belcher to the position of Parks and Recreation Director. He stated that Mr. Belcher was the best candidate for the position and had impressed the selection team with his enthusiasm and interview preparation, as well as his commitment to the values of cost efficiency and customer service. He also remarked about Mr. Belcher’s preliminary plans for leading the department to the next level. Mayor Wilkerson said that he was pleased with the recommendation and asked for additional discussion, and with none, a roll call vote was taken. ROLL CALL: Voting Yea: Waltrip, Denning, Hill, Nash and Wilkerson Voting Nay: None Municipal Order No. 2012 - 213 was approved by unanimous vote. Following the vote, Mr. Belcher expressed his appreciation for the opportunity and support to take the department into the future as the fourth Parks and Recreation Department Director. He pledged that he would lead the department with the utmost honor and perseverance. Parks Advisor Board Chairman John Deeb commented about being involved and being able to represent the Parks Board in the selection process. He recognized several members of the Parks Advisory Board that were in attendance at this meeting, and he expressed his support for Mr. Belcher’s success. Mayor Wilkerson thanked both the City Manager and Administrative Services Supervisor Anna Maroney Jones for stepping up to fill the void until a new Parks and Recreation Director could begin work. *Note: Minutes are a summary of the discussions; a video recording of this entire meeting is maintained by the Office of City Clerk. (Minutes-Board of Commissioners-November 28, 2012) ADJOURNMENT This being a special meeting and with no other business to come before the Board of Commissioners, at approximately 4:05 p.m., Mayor Wilkerson declared this meeting adjourned.
