GENERAL COMMITTEE MEETING
November 4, 2024
A General Committee Meeting was held on Monday, November 4, 2024. Chairman Kim Luebrecht called the
meeting to order at 5:30 p.m. In attendance were, Alderman Mark Bair, Alderman Terry Burris, Alderman
McCoy Thompson, Alderman Diane Kirkpatrick, and Alderman Myron Arttus. Also in attendance were Mayor
Jim Arico, City Attorney Malaine Hagemeier, and City Administrator/Clerk Linda Luebrecht. A quorum was
present and due notice posted.
Reports
Alliance Water Resources/LaDon Atkinson-Written report submitted.
Building Inspector/Code Enforcement/Tony Windmiller-Written report submitted.
Chief Tylor Bounds-Written report submitted
Fire Chief Adam Mitalovich-Written report submitted
Park Board-written report – Linda Luebrecht
City Clerk/Administrator Linda Luebrecht-Written report submitted.

New Business
1. Discuss quote from ENT for cameras at airport. Alderman Arttus made a motion to take to the full
Board, quote from ENT for cameras at airport in the amount of $21,288.45. Second by Alderman Bair.
Motion carried by unanimous vote.
2. Discuss request to close alley between South Cuivre and South Main Cross Streets. Alderman Bair made
a motion to take to the full Board, request to close alley between South Cuivre and South Main Cross
streets. Second by Alderman Thompson. Motion carried by unanimous vote.
3. Discuss request to close paper street located between 13th & 14th streets. Alderman Burris made a motion
to take to the full Board, request to close paper street located between 13th & 14th streets. Second by
Alderman Kirkpatrick. Motion carried by unanimous vote.
4. Discuss change order from Mick Mehler & Sons in the amount of $15,395.20 which decreases original
cost. Alderman Arttus made a motion to take to the full Board, change order from Mick Mehler & sons
in the amount of $15,395.20. Second by Alderman Thompson. Motion carried by unanimous vote.
5. Discuss pay application #7-final from Mick Mehler & Sons in the amount of $120,259.54. Alderman
Bair made a motion to take to the full board, Pay App #7-final from Mick Mehler & Sons in the amount
of $120,259.54. Second by Alderman Luebrecht. Motion carried by unanimous vote.
6. Discuss engineering service proposal from Four Points for Milfred Drive waterline replacement.
Alderman Kirkpatrick made a motion to take to the full Board, to have City Attorney prepare ordinance
for engineering proposal from Four Points as presented. Second by Alderman Thompson. Motion
carried by unanimous vote.
7. Discuss agreement for clerical services from 911. Alderman Arttus made a motion to take to the full
Board, service agreement from 911 for clerical services. Second by Alderman Thompson. Motion
carried by unanimous vote.
Miscellaneous and Visitors
Mayor discussed again having Carolyn Wisecarver write grants for City. City Attorney will call Carolyn to talk
to her about specifics.
Adjourn to Executive Session Pursuant to Section 610.021 (1), (2), (3) RSMo
Alderman Thompson made a motion to adjourn to Executive Session Pursuant Section 610.021 (1) (2) (3)
RSMo. Second by Alderman Bair.. Motion carried by unanimous vote.
Real estate issues discussed
Personnel issues
Alderman Arttus made a motion to hire Chris Beard as full-time police officer at a rate of $24.50/hour. Second
by Alderman Bair. Motion carried by unanimous vote.
Adjourn Back to Open Session
Alderman Luebrecht made a motion to adjourn back to Open Session. Second by Alderman Kirkpatrick. Motion
carried by unanimous vote.
Adjourn
Alderman Burris made a motion to adjourn meeting. Second by Alderman Thompson. Motion carried by
unanimous vote.
