GENERAL COMMITTEE MEETING
December 2, 2024
A General Committee Meeting was held on Monday, December 2, 2024. Chairman Kim Luebrecht called the
meeting to order at 5:30 p.m. In attendance were, Alderman Mark Bair, Alderman Terry Burris, Alderman
McCoy Thompson, Alderman Diane Kirkpatrick, and Alderman Myron Arttus. Also in attendance were Mayor
Jim Arico, City Attorney Malaine Hagemeier, and City Administrator/Clerk Linda Luebrecht. A quorum was
present and due notice posted.

Alliance Water Resources/LaDon Atkinson-Written report submitted.
Building Inspector/Code Enforcement/Tony Windmiller-Written report submitted.
Chief Tylor Bounds-Written report submitted
Fire Chief Adam Mitalovich-Written report submitted
Park Board-written report – Linda Luebrecht
City Clerk/Administrator Linda Luebrecht-Written report submitted.
Old Business

New Business
1. Discuss liability insurance bid from Calvert’s. Alderman Arttus made a motion to take to the full Board,
liability and cyber insurance bid from Calvert’s General Insurance in the amount of $177,328 &
$3,101.70. Second by Alderman Burris. Motion carried by unanimous vote.
2. Discuss allow not-for-profit groups, 501(c)3 with liability insurance to collect money at intersection.
Board members stated thee is an ordinance in place not allowing this to take place.
3. Discuss bids for additional electric at City Park. Alderman Kirkpatrick made a motion to take to the full
Board, bid from Jesse Owens in the amount of $24,892 for additional electric at City Park. Second by
Alderman Thompson. Motion carried by unanimous vote.
4. Discuss airport board’s request for federal funding for terminal building.
a. Alderman Arttus made a motion to take to the full Board, request to apply for federal
assistance in the amount of $900,000, with $45,000 be a local match. Second by
Alderman Bair. Motion carried by unanimous vote.
b. Alderman Bair made a motion to take to the full Board, request to apply for federal
assistance in the amount of $100,000, with $5,000 being a local match.
5. Discuss sewer tap fees. After brief discussion Aldermen asked City Clerk to bring discussion back to
the board closer to budget time for next fiscal year.
6. Discuss Community Center pricing for Christmas in the Green. Discussion died for lack of motion.
7. Discuss Mayor’s Christmas Decorating contest. Mayor said he would like to have a town-wide
Christmas decorating contest and that he and Mrs. Arico would pay for a prize. Aldermen were ok with
this.
Miscellaneous and Visitors
City Clerk reminded Board of Park Board’s Christmas in the Park scheduled for Friday, December 6.
Alderman Burris discussed drainage/run off issue at Kountry Store/Worthington House.
Aldermen asked City Clerk to check with MoDot to determine state right-of-ways. Asked for
contracts/agreements that might be available.
Tony Windmiller/Code Enforcement asked about possibly adding light/lights at Barb Allison Park. Stated it is
very dark and not lights around

@ 6:43 pm Alderman Bair made a motion to adjourn to Executive Session Pursuant Section 610.021 (1) (2) (3)
RSMo. Second by Alderman Kirkpatrick. Motion carried by unanimous vote.

Alderman Bair made a motion to adjourn back to Open Session. Second by Alderman Kirkpatrick. Motion
carried by unanimous vote.

Alderman Bair made a motion to adjourn meeting. Second by Alderman Kirkpatrick. Motion carried by
unanimous vote.
