1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

3. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items
together to be dealt with by one Commission motion without discussion. Any member of the
Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and
placed as the last item under new business to receive full discussion. Such requests will be
automatically respected.
A. Approve the March 22, 2022 regular meeting minutes as presented.
B. Approve the March 24, 2022 Budget Overview minutes as presented.
C. Approve the March 28, 2022 Budget Work Session minutes as presented.
D. Approve the April 5, 2022 Work Session minutes as presented.
E. Approve the request from the 4th of July Committee to authorize the City Manager or their
designee to execute this and future permit forms for this event on behalf of the 4th of July
Committee as long as there are no significant changes, in which case the matter would come
back to the City Commission for consideration.

A. Proposed Zoning Text Amendment to Section 24.95(B)
Consider the recommendation from Planning Director Scott McPherson to approve the
proposed text amendment to Boyne City Zoning Ordinance 24.95(B) as the amendment
meets the criteria standards of Section 2.50(B).
9. NEW BUSINESS
A. Public Hearing – Proposed FYE 2023 Budget
Public Hearing to hear Citizen comments regarding the General Appropriations for the FYE
2022 Budget as required by statutory regulations
B. Millage Rate Resolution – General Operating
Consideration to adopt the Resolution to Establish a General Operating Millage Rate of
15.51 for the City of Boyne City FY 2022/2023
C. Millage Rate Resolution – City Facilities Debt Service
Consideration to adopt the Resolution to Establish a City Facilities Debt Service Millage
Rate of 1.70 for the City of Boyne City FY 2022/2023
D. General Appropriations Act Resolution
Consideration to adopt the General Appropriations Act for FY 2022/2023 Resolution
E. Fee Schedule Resolution
Consideration to adopt Fee Schedule for FY 2022/2023 Resolution
F. Paving of Public Alley Maintenance Agreement
Consider the recommendation from Planning Director Scott McPherson to approve the Alley
Maintenance agreement with the property owners of parcels 051-480-026-00 and 051-480-
028-00 for paving of the public alley off of Hull Street and allow the City Manager to execute
the agreement and have it recorded with Charlevoix County.
G. Stiggs Parking Request
Consider the recommendation from City Manager Michael Cain to deny the request of
Stiggs to lease the parking spaces as proposed.
H. Library Lot Housing Request for Proposal
Consider the recommendation from Charlevoix County Housing Ready Program Director
Steve Schnell to seek development proposals for housing on City and Library properties.
I. Section 3 Policy
Consider the recommendation from Jessica Lovay from the Norther Lakes Economic
Alliance that the City adopt Section 3 Policy as presented to the Michigan Economic
Development Corporations to provide economic opportunities to low and very low income
persons.
J. Planning Commission – Appointment
Consider the recommendation to approve Mayor Conklin’s appointment of Carl VanDomelen
to the City of Boyne City Planning Commission to fill a vacancy for a term expiring May 31,
2024.
