Draft Short-Term Rental Ordinance - First Reading Consider the recommendation from Planning Director Scott McPherson to review proposed short-term rental ordinance and schedule for a second reading on November 22, 2022. 9. NEW BUSINESS A. Short-Term Rental Compliance Monitoring Contract Proposal Consider the recommendation from Planning Director Scott McPherson to approve the proposal from Granicus for a one year contract for short-term rental compliance monitoring services for an annual price of $4,050.50 to be prorated for the remaining contract term after the contract is signed. B. Muskrat Distilling Public Parking Space Use Request Consider the recommendation to approve the request of Muskrat Distilling, 121 Water Street, to use two parking spaces in front of their business for food preparation on Saturday October 29, 2022 and give approval to City staff to work out necessary details. C. Downtown Social District Consider the recommendation from the Boyne City Main Street Board to approve a resolution granting authority to the Boyne City Main Street Board, working with city staff, to apply for a social district within Boyne City. D. Rotary Park Baseball Field Material Purchase Recommendation Consider the recommendation from Director of Public Works Michael LeMay to approve a purchase order contract for 132 tons of Washington Ball Mix from Stone Quest of Saginaw MI, in an amount not-to-exceed $16,861.00 and to award Installation, grade and finish to Harbor Springs Excavation in an amount not0to0exceed $5,925.00 for a total project cost of $22,786.00 and authorize the City Manager to execute the necessary documents. E. Police Academy Scholarships Consider the recommendation from Police Chief Kevin Spate to approve the City Manager to direct the Chief of Police to pursue the hiring of the vacant police officer position by using the Public Safety Academy Assistance Program. F. Digital Speed Trailer Purchase Consider the recommendation from Police Chief Kevin Spate to approve the City Manager or his designee to purchase a Speed Alert 24j radar message sign from All Traffic Solutions for an amount not to exceed $17,920.00. G. Agreement with Lake Charlevoix and Jordan Valley EMS Authorities for student clinical ride along Consider the recommendation from EMS Director Brenda Willson to authorize the City Manager to sign the agreements with the Lake Charlevoix and Jordan Valley EMS Authorities as presented. 10.
