Such requests will be automatically respected. A. Approve the February 28, 2023 regular meeting minutes as presented B. Approve the recommendation from the Women’s Resource Center to proclaim the month of April 2023 as Sexual Assault Awareness Month in the City of Boyne City C. Approve the recommendation from the Parks and Recreation Commission to allow City Staff to work with Skylar MacNaughton of Michigan Butterfly Inc. to complete the application process allowing the City of Boyne City to become a member of Monarch City USA. 4. Historical Commission Regular Meeting Minutes – 02-20-2023 D. Parks and Recreation Regular Meeting Minutes – 03/02/2023 8. OLD BUSINESS 9. NEW BUSINESS A. Public Hearings for MDNR Trust Fund Grant and Recreation Passport Grant Applications - Tim Knutsen of Beckett and Raeder and Greg Vadnais of the Skate Park group are expected to attend. Consider the recommendation from Planning Director Scott McPherson to approve holding a public hearing for each grant application and approve resolutions to authorize City Staff to submit the grant applications for the Michigan Department of Natural Resources Trust Fund and Michigan Department of Natural Resources Recreation Passport as proposed. 1. Open Space Phases 2 & 4B 2. Open Space Phase 4A 3. Skate Park Development B. 2023 Michigan Department of Natural Resources Grant Applications Consider the recommendation from the Parks and Recreation Commission to approve submitting applications to the Michigan Department of Natural Resources Trust Fund and Recreation Passport Grants for the Open Space project in the amount of $457,000, committing to the project match of $190,750, and to approve submitting an application to the Michigan Department of Natural Resources Trust Fund for Skate Park Development in the amount of $160,000 with no project match from the City, and to authorize the City Manager to sign all required documents to secure the funds. C. Leadership Charlevoix County – Trail Connection Route Approval Consider the recommendation from the Parks and Recreation Commission to approve the presented route through Boyne City connecting the Boyne Valley Trailway with the Boyne City Charlevoix Trail. D. Boyne City Little League Advertisement/Sponsorship Banners Request Consider the recommendation from the Parks and Recreation Commission to approve the Boyne City Little League request to hang advertisement/sponsorship banners at the T-Ball and Minor League ball fields for the duration on their season from May through June. E. Water / Wastewater / Department of Public Works Superintendent Confirmation Consider the recommendation from City Manager Michael Cain to confirm the appointment of Doug Varney as the Water / Wastewater and Department of Public Works Superintendent for the City of Boyne City as outlined above. F. FYE 2024 Budget Presentation Presentation of proposed FYE 2024 City Budget by City Manager Michael Cain G. Budget Work Session Times Consider the recommendation from City Clerk/Treasurer Jessica Puroll to schedule the budget overview work session for Monday, March 20, 2023 to start at noon and to schedule an all-day budget work session on Thursday, March 23, 2023 to begin at 8:00 a.m., both meetings to be held at City Hall Parkview room with further dates and times to be set later if needed. 10. ANNOUNCEMENTS • Line Street Sanitary Sewer replacement project Public Information Meeting – Wednesday, March 22, 2023 at 6:00 p.m., Boyne City Hall Community Training Room and via Zoom • The next regular City Commission meeting is scheduled for March 28, 2023 at 12:00 p.m. 12.
