CONSENT AGENDA The purpose of the consent agenda is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and placed as the last item under new business to receive full discussion. Such requests will be automatically respected. A. Approve the March 20, 2023 Budget Work Session minutes as presented B. Approve the March 23, 2023 Budget Work Session minutes as presented C. Approve the March 28, 2023 regular meeting minutes as presented D. Approve to proclaim the week of April 16th through April 23rd, 2023 National Volunteer Week in the City of Boyne City. E. Approve the recommendation from City Manager Michael Cain to review the materials presented from Lake Side Elite and if acceptable approve the resolution for their charitable gaming license and authorize the City Clerk/Treasurer to execute the necessary supporting materials. 5. Airport Advisory Board Regular Meeting Minutes – 03/09/2023 C. Airport Advisory Board Regular Meeting Minutes – 03/23/2023 9. OLD BUSINESS A. Additional Full-Time Paramedic Hires Consider the recommendation from EMS Director Brenda Willson to authorize the EMS Department hire two additional full-time Paramedics as presented. B. Transfer of City Property at 635 East Main Street to Charlevoix County Land Bank Consider the recommendation from City Manager Michael Cain to review the materials presented and if acceptable authorize the City Manager and City Clerk/Treasurer to execute the necessary documents to complete the transfer of the City properties at 635 East Main Street to the Charlevoix County Land Bank as previously approved by the City Commission. C. Heritage Center Temporary Exhibit Funding Request Consider the recommendation from City Manager Michael Cain to approve the recommendation of the Historical Commission to provide the Historical Commission an amount not to exceed $10,000 to develop and furnish their proposed temporary exhibit in the museum space under the condition that any materials purchased what would not be used for future museum related purposes be sold to recover some of the cost. D. Open Space Permitting and Bidding Consider the recommendation from the Boyne City Parks and Recreation Commission to approve the changes proposed by Beckett & Raeder for the Open Space landscape plan, and to authorize them to resubmit the necessary documents to EGLE. E. Marina Permitting Update Consider the recommendation from City Manager Michael Cain that the City Commission determines how they would want to proceed and if it wishes to resolve the marina permitting question as soon as possible that it approves the extension of services with Abonmarche for an estimated fee not to exceed $5,500 as proposed and authorized the City Manager to execute the necessary documents. 10. NEW BUSINESS A. Public Hearing – Proposed FYE 2024 Budget Public Hearing to hear Citizen comments regarding the General Appropriations for the FYE 2024 Budget as required by statutory regulations B. Millage Rate Resolution – General Operating Consideration to adopt the Resolution to Establish a General Operating Millage Rate of 15.51 for the City of Boyne City FY 2023/2024 C. Millage Rate Resolution – City Facilities Debt Service Consideration to adopt the Resolution to Establish a City Facilities Debt Service Millage Rate of 1.70 for the City of Boyne City FY 2023/2024 D. General Appropriations Act Resolution Consideration to adopt the General Appropriations Act for FY 2023/2024 Resolution E. Fee Schedule Resolution Consideration to adopt Fee Schedule for FY 2023/2024 Resolution F. State Pension Funding Request Consider the recommendation from City Manager Michael Cain to review the materials presented and if acceptable approve the resolution and authorize the Mayor, City Manager and City Clerk/Treasurer to execute the proposed letter and any other necessary supporting materials to encourage the State of Michigan to provide financial support to those units of government that made the efforts to ensure that their pension programs were financially viable at a 60% funded level or above. G. Closed Session Request (1) Consider the request from City Manager Michael Cain to go into closed session for the purpose of attorney client privilege discussion pursuant to Section 8(h) of the Open Meetings Act (MCL 15.268(1)(h)) to discuss material protected by the attorney client privilege, which is exempt from disclosure under the Freedom of Information Act (MCL 15.243(1)(g)). (2) Consider the request from City Manager Michael Cain to go into closed session for a periodic personnel evaluation of a public officer as provided in MCL 15.268 (a) of the Michigan Open Meetings Act )PA 267 of 1976). 11.
