Approve the October 10, 2023 regular meeting minutes as presented.
B. City Commission Special Meeting Minutes
Approve the October 16, 2023 special meeting minutes as presented.

A. September 2023 Financial Statements
8. OLD BUSINESS
A. Short-Term Rental Update
Consider the recommendation from Planning Director Scott McPherson to establish a cap of short-
term rental units in the Traditional Residential District at 120 units as per section 15-3(8) of the
Short-Term Rental Ordinance.
B. Bubbler Ordinance Second Reading
Consider the recommendation from Planning Director Scott McPherson to determine if any, all or
part of the discussed changes should be made and then adopt the Bubbler Ordinance.
C. Closed Session Requests
Consider the request from City Manager Michael Cain to go into closed session for a periodic
personnel evaluation of a public officer as provided in MCL 15.268 (a) of the Michigan Open
Meetings Act (PA 267 of 1976).
9. NEW BUSINESS
A. Establishment of Bubbler Permit Fee
Consider the recommendation from Planning Director Scott McPherson to establish a fee amount
for Bubbler Permits and include the new fee in the City fee schedule.
B. Legal Services Proposals
Consider the recommendation from City Manager Michael Cain to review the Legal Services
proposals received and postpone this matter until after the new Commission has been elected.
C. 2024 Season Rate Recommendations for the F. Grant Moore Municipal Marina
Consider the recommendation from City Manager Michael Cain to approve the recommended 2024
Transient and Seasonal Marina Rates and authorize City Staff to submit those rates to the DNR for
entry into the CAMIS system.
D. Liability Insurance Proposals
Consider the recommendation from City Manager Michael Cain to select up to two if its members
who will be continuing on the Commission after the upcoming election to meet with the Michigan
Municipal Risk Management Authority (MMRMA), the City Manager and City Clerk/Treasurer to
review the nature of their services and help them determine if they are a potentially good fit for the
City.

• Boyne City Trick or Treat hours are from 5:00 p.m. to 8:00 p.m. on Tuesday, October 31, 2023.
• The City-Wide General Election will be held on Tuesday November 7, 2023. Polls are open from
7:00 a.m. until 8:00 p.m.
• The next regular City Commission meeting is scheduled for November 14, 2023 at 7:00 p.m.
