The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. City Commission Minutes
1) Approve the February 6, 2024 City Commission Special meeting minutes as presented
2) Approve the February 6, 2024 City Commission Regular meeting minutes as presented
3) Approve the February 8, 2024 City Commission Special meeting minutes as presented
B. Agreement with Great Lakes Bay Consortium
Approve the recommendation from EMS Director Brenda Willson to approve the presented student
clinical ride along agreement between Boyne City EMS and Great Lakes Bay Consortium and to
authorize the City Manager to execute the necessary documents.
C. Mutual Aid Agreements
Approve the recommendation from EMS Director Brenda Willson to approve the Mutual Aid Contracts
for Lake Charlevoix EMS, Jordan Valley EMS Authority and Emmett County EMS and to authorize the
City Manager to execute the necessary documents.
D. Police Academy Sponsorship for New Recruit
Approve the recommendation from Chief of Police Kevin Spate to authorize the City Manager, Michael
Cain or his designee to take the necessary steps to enroll the new cadet for BCPD into the GVSU
Police Academy using the MCOLES Public Safety Academy Assistance Program.

8. OLD BUSINESS
A. Mayoral Appointment Recommendation for Main Street Board
Consider the recommendation from Mayor Tim Nemecek to approve the reappointment of Anna
Burkhart and Deanna Engelhart to the Boyne City Main Street Board to terms ending January 18, 2028.
B. Legal Services Proposals
Consider the recommendation from City Manager Michael Cain to review the proposed Legal Services
agreement with Cummings, McClorey, Davis and Acho of Traverse City with Matthew Cross as lead
attorney and if ready approve the agreement and authorize the Mayor to sign it on behalf of the City.
C. Housing Priority *
a) Consider placing this as reoccurring item 10 on this and future noon meeting agendas.
b) Focus today’s discussion on City owned properties, their zoning and other issues along with
possible landbank and brownfield authorities to help move projects forward.
9. NEW BUSINESS
A. Boyne City Public School (BCPS) and Charlevoix Emmett Intermediate School District Millage
BCPS Superintendent Patrick Little Updates
B. Brockway Flashing Cross Walk Sign Request
Consider the recommendation from Chief of Police Kevin Spate to approve the order of flashing cross
walk signage from LED Lighting Solutions for an amount not-to-exceed $8,919.79 with the Boyne City
Public Schools to reimburse the City for half of the project cost and to authorize the City Manager to
execute the necessary documents.
C. Lake Charlevoix Protection Report
Updates from Jennifer McKay, Tip of the Mitt Watershed Council Policy Director and Scott McPherson,
Boyne City Planning Director
D. Open Space MDNR Trust Fund Grant Application Recommendation
Consider the recommendation from the Parks and Recreation Commission to approve Beckett&Raeder
acting on the City’s behalf, submit an application for the MDNR Trust Fund grant as presented and to
authorize City staff execute the necessary documents.
E. Professional Services for Avalanche Proposal Recommendation
Consider the recommendation from the Parks and Recreation Commission to approve Beckett&Raeder
move forward with the overlook grading and drainage for an estimated cost of $6,250 and to authorize
the City Manager and/or City Clerk/Treasurer to execute the necessary documents.
F. Boyne Forest Trail Changing Station Recommendation
Consider the recommendation from the Parks and Recreation Commission to approve the Boyne
Forest Trail building designs as presented.
G. Tree Advisory Group Sub-Committee Recommendation
Consider the recommendation from the Parks and Recreation Commission to approve the creation of a
Tree Advisory Group sub-committee to the Parks and Recreation Commission.
H. Fire Department Water Tender Truck Repairs and Replacement
Approve the recommendation from Fire Chief Dennis Amesbury to approve the request to spend the
estimated $9,267.34, available in budget funds, at CSI Emergency Apparatus, LLC to make the
necessary repairs to truck 5111 and to approve the Fire Chief with assistance from City administration
staff to apply for the 2024 FEMA Assistance to Firefighter’s Grant (AFG) in the amount of $400,000 with
a local match of $20,000 for the replacement of truck 5111 at a future date.
I. Shoppers Dock Repairs
Consider the recommendation from City Manager Michael Cain to authorize repairs and parts for the
Shoppers Dock of $5,150 from Mobile Metal Repair and $2,150 from Tip of the Mitt Welding and
Fabrication as proposed.
J. Budget Work Session Times
Consider the recommendation from City Clerk/Treasurer Jessica Puroll to approve to schedule the
budget overview work session for Thursday, March 14, 2024 to start at 8:00 a.m. and to schedule an
all-day budget work session on Monday, March 18, 2024 to begin at 8:00 a.m., both meetings to be
held at City Hall Parkview room with further dates and times to be set at a later date if needed.

12. ANNOUNCEMENTS
• City Hall Offices will be open on Saturday, February 24th, and Sunday, February 25th from 8:00 a.m.
until 12:00 p.m. for the purpose of issuing and receiving Absentee Ballots.
• The Presidential Primary Election will be held on Tuesday, February 27, 2024. Polls are open from 7:00
a.m. until 8:00 p.m.
• The next regular City Commission meeting is scheduled for March 12, 2024 at 7:00 p.m.
