The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. Approve the March 26, 2024 City Commission regular meeting minutes as presented.
B. Approve to proclaim the week of April 21st through April 27th, 2024 National Volunteer Week in the City
of Boyne City.
C. Approve to change the second regular scheduled noon City Commission Meeting in April from
Tuesday, April 23, 2024 to Tuesday, April 30, 2024 at Boyne City City Hall in the Commission
Chambers.

A. City Street Reclassification – Local to Major Streets
Consider the recommendation from City Manager Michael Cain to authorize the City Manager to apply
to the Michigan Department of Transportation to reclassify the following Local Street segments as
Major Streets.
1) Vogel Street between North Lake and Call Streets
2) Call Street between M-75 (State Street) and Vogel
3) East Street between Vogel and Pine Streets (excluding the MDOT portion between State
and Water Streets
4) Lincoln Street between South Lake and Pleasant Streets
5) Charlevoix Street between West Michigan Street and the north City Limits
6) Jefferson Street between M-75 South (State Street) and Vogel Street
9. NEW BUSINESS
A. Public Hearing – Proposed FYE 2025 Budget
Public Hearing to hear Citizen comments regarding the General Appropriations for the FYE 2025
Budget as required by statutory regulations
B. Millage Rate Resolution - General Operating
Consideration to adopt the Resolution to Establish a General Operating Millage Rate of 14.95 for the
City of Boyne City FY 2024/2025
C. Millage Rate Resolution - City Facilities Debt Service
Consideration to adopt the Resolution to Establish a City Facilities Debt Service Millage Rate of 1.235
for the City of Boyne City FY 2024/2025
D. General Appropriations Act Resolution
Consideration to adopt the General Appropriations Act for FY 2024/2025 Resolution
E. Fee Schedule Resolution
Consideration to adopt Fee Schedule for FY 2024/2025 Resolution
F. ECHO Car Outfitting Replacement for 51E1
Consider the recommendation from EMS Director Brenda Willson to approve the purchase order for
replacement decals from Dave’s Decal’s and Graphics in an amount not-to-exceed $400, and to
approve the purchase order for radio and emergency light retro fitting from Otec in an amount not-to-
exceed $2,000.84 and to authorize the City Manager to execute the necessary documents.
G. 2024 Road Deicing Salt Contract Award Recommendation
Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve a
purchase order contract for road deicing salt to the low bid contract winner per the previous method
utilized by the State of Michigan MiDEAL bids and to authorize the City Manager to execute the
necessary documents.
H. Airport Advisory Board Member Appointment
Consider the recommendation from the Airport Advisory Board to approve the appointment of Bruce
Barget to the Airport Advisory Board to fill a vacancy with a term ending 8/24/2027.
