The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new

A. Approve the April 3, 2024 Budget Work Session meeting minutes as presented

C. Approve the purchase order contract to HTSS LLC for the Main Lift Station repairs in an amount not-to-
exceed $1,500 per the bid dated April 24, 2024 and to authorize the City Manager to execute the
necessary documents.

Consider the recommendation from City Manager Michael Cain to approved the attached resolution
pledging $138,000 or 30% of the $460,000 estimated total construction cost of the “Open Space Phase
2 and 4a Improvement” to earn 15 project scoring points, replacing the previous resolution approved
February 20, 2024.

A. Boyne City Methodist Church / Compass Community Church 150th Anniversary Proclamation
B. FYE 2023/2024 Budget Amendments
Consideration to adopt the fiscal year 2023/2024 budget amendments as presented in compliance with
the accounting and budgeting standards.
C. Sewer System Connection Requirements
Consider the recommendation from City Manager Michael Cain to review the materials received so far,
discuss the matter at our upcoming meeting and determine the next steps.
D. Development and Design of Municipal Website
Consider the recommendation from Deputy Treasurer Jacob Duncan and Executive Assistant Jennifer
Eads to award Apptegy the bid for Development and Design of the City’s Website for a five (5) year
contract term with add-on options included, for an estimated total cost of $78,908.00 to be paid from the
General Services, Contracted Services account with the first payment being made from the fiscal year
ending (FYE) 2024-2025, and to authorize the City Manager and City Administration Staff to execute
the necessary documents and work with the vendor to complete the project.

E. Water Fillable Road Barricades Purchase
Consider the recommendation from Director of Public Works and Utilities Doug Varney to award a
purchase order contract for water fillable road barricades to Traffic Safety Store for an amount not-to-
exceed $8,811.53 and to authorize the City Manager to execute the necessary document.
F. One-Ton F-350 Up-Fitting Package
Consider the recommendation from Director of Public Works and Utilities Doug Varney to award a
purchase order contract to Truck & Trailer Specialties of Boyne Falls, MI for the purchase of an Up-
Fitting Package as outlined for the One-Ton F-350 Pickup Truck in an amount not-to-exceed
$25,419.37 per the bid proposal dated March 15, 2024 and to authorize the City Manager to execute
the necessary documents.
G. Utility Ordinance Amendment Recommendation
Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve the
first reading of an amendment to Chapter 70 of the Boyne City Code of Ordinances, to enact Article IV,
Sections 70-243 and 70-425 and schedule a second reading at the City Commission’s June 11, 2024
meeting.
H. Boyne City Municipal Airport Rental Car Agreement
Consider the recommendation from the Airport Advisory Board to approve the attached Parking Space
License Agreement with Mid-Michigan Rental Cars (MMRC), LLC of Reese, Michigan, and authorize
the City Manager to execute the necessary documents.
I. Airport Approach and Layout Plans
Consider the recommendation from the Airport Advisory Board to receive, file and forward the Airport
Approach Plan and Airport Layout Plan for the Boyne City Municipal Airport to our Planning
Commission to be included in the City of Boyne City’s Master Plan and authorize the City
Clerk/Treasurer to document this action and confirm it with the Michigan Department of Transportation.
J. Sewer Repair for 12” Sanitary on Maple Street
Consider the recommendation from Director of Public Works and Utilities Doug Varney to award a
purchase order contract to the appropriate bidder to begin replacement of the 12” sanitary sewer on
Maple Street and to authorize the City Manager to execute the necessary documents.
