CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ROLL CALL 3. CONSENT AGENDA The purpose of the consent agenda is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and placed as the last item under new business to receive full discussion. Such requests will be automatically respected. A. Approve the April 30, 2024 regular meeting minutes as presented B. Approve the May 6, 2024 special meeting minutes as presented 4. Airport Advisory Board meeting minutes – April 4, 2024 B. Parks and Recreation Commission meeting minutes – April 11, 2024 C. Planning Commission meeting minutes – April 15, 2024 D. Clean State Revolving Fund (CWSRF) – Financial Processes Consider the recommendation to move forward with the $12.8 million dollar scope of the CWSRF project as previously approved by the City Commission until additional information warrants further review. B. City Manager’s Evaluation Process Review of discussed City Manager Evaluation changes of the City Commission’s May 6, 2024 work session. 9. NEW BUSINESS A. National Police Week Proclamation – May 15th through 21st B. National Emergency Medical Service Week Proclamation – May 19th through 25th C. 4th of July Reservation Request Consider the recommendation from City Manager Michael Cain to approve the request of the 4th of July Committee to use the City Hall 2nd floor balcony from 5:00 p.m. until shortly after the end of the 4th of July Fireworks each year, until amended by the City Commission, working out necessary details with the City Manager or his/her designee consistent with the memo on this subject. D. Janitorial Services Contract Award Recommendation Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve a three (3) year contract to The Happy Northerner LLC of Boyne City, MI in a base amount not-to-exceed $118,482.08 with a 3% increase per year as detailed in the bid proposal, and to authorize the City Manager to execute the necessary documents. E. Boyne City Municipal Airport Rental Car Agreement Consider the recommendation from the Airport Advisory Board to approve the attached Parking Space License Agreement with Mid-Michigan Rental Cars (MMRC), LLC of Reese, Michigan, and authorize the City Manager to execute the necessary documents. F. DTE Foundation / ReLeaf Michigan Tree Planting Program Approve to authorize the City Manager and City Administration Staff to participate in the ReLeaf tree planting program, including executing necessary documentation, and overseeing the planning and management of the planting event scheduled for fall 2024. G. Development and Design of Municipal Website Consider the recommendation from Deputy Treasurer Jacob Duncan and Executive Assistant Jennifer Eads to award the Development and Design of the City’s Website to Revize for a five (5) year contract term for an amount not-to-exceed $26,000 to be paid from the General Services, Contracted Services account, with the first payment being made from the fiscal year ending (FYE) 2024/2025 budget and to authorize the City Manager to execute the necessary documents. H. Water Fillable Road Barricades Purchase Consider the recommendation from Director of Public Works and Utilities Doug Varney to award a purchase order contract for water fillable road barricades to Traffic Safety Store for an amount not-to- exceed $8,811.53 and to authorize the City Manager to execute the necessary document. I. 2024 Gravel Road Dust Control Contract Award Recommendation Consider the recommendation from Director of Public Works and Utilities Doug Varney to award a purchase order contract for the 2024 Gravel Road Dust Control contract to D&J Bowen Dust Control for the unit price of .33 / gallon with an amount not-to-exceed $12,672 to be paid out of the Local Roads Maintenance 2024/2025 budget, and to authorize the City Manager to execute the necessary documents. J. School Resource Officer (SRO) Grant Consider the recommendation from Chief of Police Kevin Spate to approve City Manager Michael Cain and his designee to pursue the School Resource Officer grant in collaboration with Boyne City Public Schools, and if the grant is awarded, to accept the grant and move forward with the hiring of an officer to fill the grant position. 10. GOOD OF THE ORDER 11. ANNOUNCEMENTS • City Administration offices will be closed on May 27, 2024 in observance of Memorial Day. • The next regular City Commission meeting is scheduled for May 28, 2024 at 12:00 p.m. 12.
